The statement of the deputy Vladimir Pekhtin about the delivery of the mandate made on February 20, became the personal victory of Alexei Navalny, the father and son of the Gudkovs and the physicist Andrei Zazakin , who found the documents denouncing United Russia. According to what scheme the Vladimir Pekhtin was removed - the New Times sorted out

February 20, 2013, "We will still turn!" - shouts Pekhtin to colleagues in the State Duma
Vladimir Pekhtin worked in the Duma for almost 14 years. His voluntary departure shocked the parliament and the media. All the deputies surveyed by The New Times unanimously stated that no one expected this. However, two more united Russians handed over their mandates to the noise - Vasily Tolstopyatov and Anatoly Lomakin. What they were frightened - they themselves do not say, they do not give interviews. In the Duma, the reasons are called the following: they say, Tolstopyatov had long wanted to hand over the mandate and go to the business, and Lomakin, the general director of the International Potassium Company with a fortune of $ 1.2 billion, are health problems. According to the Vedomosti newspaper, six more deputies can leave United Russia, including Vladislav Tretyak (like Pekhtin, he is suspected of property ownership in Miami), Vadim Bulavinov (and Andrei Isaev has claims to him) (he owned a hotel with a plot of land in Germany, which he himself confirmed). A number of political scientists and experts suggested: all these are signs of Osra's speedy decay. Moreover, in the summer the congress of the “All -Russian Popular Front” is coming, which can replace the “United Russia” that has discredited itself. And it is even possible that the Kremlin will still dissolve the Duma and hold early elections.
Pekhtin himself, in which they see so many consequences, in fact, escaped from comments - on the same day that he announced the surrender of the mandate, he flew not to the USA - “prove that he has no property there,” which he told his colleagues, but on a long -planned business trip to Primorye. From there he will go to the Far East to end his deputy affairs. At the time of delivery of the number to print, the mandate was still behind him.
Chronology
The misfortunes of a prominent united Russia with undeclared property began in the fall of 2012, when the fair Russians Dmitry Gudkov and Ilya Ponomarev found out that over the past four years, Pekhtin had a number of land plots in St. Petersburg with a total value of 71 million rubles, bought not at a market price and even in the sanitary zone. And also at least one undeclared area. Then Pekhtin said that “restores the generic nest”, and the scandal quickly blown away.
But on February 12, 2013, Alexei Navalny published in his live magazine the documents that he was helped by the DOCT_Z user Andrey Zazakin - they confirmed that Vladimir Pekhtin has undeclared property worth $ 2.5 million in the United States - together with his son, he owns an apartment in the Flaming South Beach and land in the state Florida. In addition, another apartment in Miami is recorded on the son of Pekhtin Alexei.

Putin changes his system: this is no longer controlled democracy, but electoral tyranny
"
On the same day, Vladimir Pekhtin gave several interviews, in each of which his confused explanations underwent metamorphoses: at first he said that “I have practically no real estate abroad”, then that everything belongs to his son: “If he, for example, indicated me in a will, this does not mean that I am the owner,” and finally declared that his son, probably, recorded him “in some ways Counts ”, where it was necessary to indicate the closest relatives.
On February 13, the deputy unexpectedly resigned the powers of the chairman of the Duma ethics commission - "before receiving the results of checking the media reports on his income and property." The plot about this, where even the name of Alexei Navalny sounded, released Channel One.
On February 17, the plot about Pechtin appeared in the program "Central Television" on NTV. The deputy confirmed the CT correspondent that under the documents for real estate was his signature: "I just acted as a guarantor that this apartment really belongs to my son." In general, Pekhtin made it clear that he would unlock to the last. And suddenly he handed over the mandate. What's happened?
Without fear and reproach

| A billionaire Anatoly Lomakin received a vacant mandate on August 22, 2012, but did not stay in the Duma for a long time. Allegedly left for health reasons |
On February 20, at the eleventh o'clock in the morning, at the very beginning of the plenary meeting of the Duma, Vladimir Pekhtin suddenly went to the rostrum and read his statement on a piece of paper. He said that as no one else is aware of the deputy responsibility and will not allow the “current situation” to be used against the party. For again, for these days he repeated that he had nothing to blame for himself, but since the interests of EP are above all for him, then: "I pass my mandate." He graduated from his two -minute performance by Turgenevsky "We will still turn!" And shook his fist. Stunned deputies rose and met him with applause.
“For everyone, this decision by Pekhtin was a surprise to leave. Maybe even for himself, ”the chairman of the State Duma committee on civil, criminal, arbitration and procedural legislation, Pavel Krasheninnikov, shared with The New Times. “I have known Volodya for many years, he is an honest and decent person, I took everything to himself - I just don’t know why.” According to Krasheninnikov, he talked with Pekhtin a few days before what happened, but even a hint that he would give a mandate. Other colleagues of Pekhtin in the State Duma are also in shock: “I saw him, it seems, on Monday. There was a vigor, cheerful, nothing, as they say, did not bode, ”says Anatoly Aksakov, just Russians. The United Russia responded to The New Times insist that Pekhtin made the decision independently. “He decided to get out of the attention of the media in the status of a deputy. And he set an example for everyone else, ”says Robert Schlegel. "Nobody could force him!" - Alexander Khinshtein is also convinced.
Pekhtin’s political opponents, on the contrary, are sure that he was just forced.
This New Times was said by just the Russian Ilya Ponomarev, and ex-deputy Gennady Gudkov, and even a member of the Communist Party Vladimir Fedotkin. “Of course, the decision on his departure could be made at the level of not lower than the deputy head of the Kremlin administration Vyacheslav Volodin,” says Ponomarev. - Everyone in the Duma was already surprised that Pekhtin left the post of head of the ethics commission, and believed that the case would stop there. The fact that he passed the mandate is evidence of the struggle. With his first step, he tried to pay off and remain a deputy. But he was asked to get to the end. " “Apparently, the administration was asked not to disgrace the party and the Duma,” Fedotkin agrees.
One way or another, but the media appeared that on the eve of the mandate, on February 19, Vladimir Pekhtin was in the presidential administration and stayed there until one in the morning.

The source of The New Times in the Old Square confirmed that Pekhtina called: "He was sitting there until night - I don’t know, but in general this is a traditional style of communication with guilty." As for the decision made in the Kremlin, then, according to the source, there are three concepts. The first - the solution is prepared within the framework of the general, prevailing idea. The struggle against corruption and the progressive internal anti -Western policy declared by the case of the “Oboronservice” (the ban on the heard by the Americans of Russian children, the bill prohibiting the deputies to have foreign accounts and so on) and just formed it: “And suddenly, not wanting it to the people, not wanting it, with his undeclared real estate in Miami. Within the framework of the general idea, the administration is preparing a solution - let us give this to Pekhtin, sorry, we’ll swing. Note that the scandal with the Earth in the Leningrad region did not come to him, because then there was no such installation. ” Thus, two tasks are solved at once: firstly, deputies demonstrate cleaning the ranks. Secondly, all this is arranged noble and beautifully.
The second concept - a person can be removed as a result of a clan struggle. But Pekhtin had nothing to do with important decisions in the lower ward or finances. This is emphasized both in the Duma itself and in the administration. They say that he had long -standing disagreements with Volodin, which began long before the latter became the second person in Old Square. This, of course, could affect the preparation of the decision, but was not its initial reason.
Finally, the last option - theoretically, “indicating the liquidation” can be given personally by Vladimir Putin. But this is definitely not a case of Pechtin. “Whether the decision was agreed with Vladimir Vladimirovich, one Volodin knows, but I am almost sure that he was not even worried about such nonsense. Thus, the first option remains - Pechtin was simply unlucky, he himself was substituted, ”concludes the source of the magazine.
Political scientist Gleb Pavlovsky emphasizes that the public surrender of the mandate by Pekhtin is an extremely important event. In his opinion, the Kremlin took such a step to “give an acute” the political elite who considers itself protected from shocks and risks in those areas where it itself threatens citizens: “This is a new situation indicated by the case of the former Minister of Defense Anatoly Serdyukov. Putin changes his system: this is no longer controlled democracy, but electoral tyranny. ” Did the Kremlin calculate the risk that Pekhtin’s departure will be perceived as the victory of Navalny and his team? Pavlovsky is sure that yes, but he was considered insignificant.
What's next
There will be no Duma investigation against Pekhtin - his one -partyists said The New Times. “Since he is no longer a deputy, then this does not threaten him,” says Robert Schlegel. “Even now there are no official claims to him,” said Sergey Ivanov, a member of the LDPR.
As for the possible mass flight of other deputies, the political scientist Stanislav Belkovsky is sure: the most reasonable party members are now throwing their mandates and run abroad. But Gleb Pavlovsky does not agree with him: not a single deputy, he claims, cannot leave of his own free will, and even Pekhtin, if he decided to leave himself, could well get an answer from the administration: “Sit, no one let you go.” The source of The New Times in the presidential administration with Pavlovsky absolutely agrees.
The swift drain of “United Russia” and the dissolution of parliament are also dubious prospects. “ONF will really reanimate, and the concept of the next election is already developing. What to do with EP - they decide, but this is not a question of the very nearest time, ”says the source of the magazine on the Old Square. And the ex-deputy Gennady Gudkov adds that the Kremlin now simply cannot take this step, because "Where else will they find such a state department?"
