The small town of Pechora on the border with Estonia was previously mentioned in the press exclusively in connection with the Pskov-Pechersky Monastery, where the famous Elder John the Peasant*lived for forty years. In the last months, journalists in Pechora noticed not because of the monastery, but because of the local building of the child-it was adopted from him in 2008 in the United States Dima Yakovlev (the boy died there because of the oversight of his parents), whose name deputies of the Duma called the “anti-Metric law” adopted in December last year, which imposed the ban on the adoption of Russian children by Americans. From here, three -year -old Maxim Kuzmin was adopted in the fall, along with his younger brother Cyril.

From February 18, when the news of the death of Maxim Kuzmin from Twitter Pavel Astakhov went straight to a walk around the country, the Pskov region, which had barely adjusted from the hysteria around Dima Yakovlev, covered with a powerful shaft of new checks: they say, if the dead children come from here, it means that it was here that the insidious mechanism for selling them to the Americans was hidden. On February 19, the head of the Pskov region, Andrei Turchak, demanded to suspend all adoption procedures for all orphans of the region. After a day, Turchak, apparently, was “corrected” from above - and he ordered only a foreign adoption to suspend.
Another demand of the governor is to return Kirill Kuzmin back to Russia. At least 10 Russian families, Tourchak said, expressed a desire to pick up the boy. The administration of the region even managed to meet with several candidates for adoptive parents. I didn’t have to look for them for a long time - all these citizens have long been held in the regional database in the category of “possible adoptive parents”. The prosecutor's office of the Pskov region appealed to the regional court with a request to cancel the adoption of Kirill Kuzmin.
Children to survive
The problem of orphans in the region is given special attention. In addition to a one -time allowance from the federal budget, adoptive parents - 13 thousand rubles, also receive regional subsidies - 500 thousand rubles for three years. But there is a even more profitable form of adoption - a foster family. In the Pskov region, foster parents receive an official salary from the state - 5 thousand rubles a month for each child plus another 10 thousand for its maintenance. So residents of the region willingly take children to foster families. “For our region, this is significant money-we don’t have work,” Alina Chernova, a member of the regional public chamber, the co-founder of the non-profit organization “helping”, which works in orphanages in the Pskovshchina, notes in a conversation with The New Times. “But they promise that adoptive parents and disabled children will also increase benefits.”
40-year-old Jider Nikolaev from the village of Tyamsha told The New Times that she agreed to adopt two-year-old Kirill Kuzmina. Dzidra has two of her children and four more adoptive ones: the smallest girl - 5 years old, his own son is 20 years old. The husband is dead, and now she alone brings up all these children. How can you keep such a large family? “The state pays benefits, and we also have a subsidiary farm - cows, horses, house.” Nikolaev says that she herself called the guardianship authorities, hearing that the governor calls for the residents of the region to adopt the brother of the deceased boy.

Every day those who want to adopt Cyril Kuzmina are more and more. Suddenly, the mother of the deceased Maxim, 24-year-old Julia Kuzmina, which the neighbors had not been dull to see alive and healthy, also appeared. According to the deputy of the Pskov Legislative Assembly of Lev Schlosberg, the father of Julia (Maxim's grandfather) drinks and despises his daughter, and her mother drank and went missing. The video message of Julia Kuzmina, posted on February 20 on the Life News website, in which she announced the desire to return the youngest son, makes a strange impression. When and where it is recorded, it is not clear: Julia did not contact neither to the guardianship authorities, nor to the Commissioner for the Rights of the Pskov Region. There is a rumor in the region that the shooting may have been held at the local prosecutor's office. The very speech of this young woman with an inexpressive face and with some kind of inhibited gaze shocks: “I left to work in Pskov, left my mother, a good grandmother in the nannies. She drank from me, but not so often. I hoped for her. And she came from Pskov, they told me that Maxim was taken. A year later, Cyril was taken. Maybe one of the neighbors said to come to check. Well, on the one hand, that's good. / .../ And the fact that the children were sent is not good. I went to the store, bought all this sweetness there, I come home, my mother says: “But Maxim is not. I say: "Where?" Mama says: "They took it." / .../ I know that I myself was to blame. /.../I will do everything to fix it, at least with Cyril. "
About Yulia itself in the Pskov region, the opinion is quite unambiguous - non -pound. Where he lives, with whom he lives, what he lives on is unknown. He drinks godlessly. The neighbors and relatives of Kuzmina do not really believe that she suddenly corrected, “realized” and really wants to raise her son.

In her office, photos of happy families are flaunted - cards are whispering foster parents from around the world. The geography of adoptions is wide - the states, Italy, Spain ... In 2012, 37 orphans in the Pskov region were transferred to Russian families, 36 to foreign, 26 to Italian and only 6 to American (2 children left for Sweden, one at a time in Spain and Ireland). Now in the child’s house - 60 children. Brothers Kuzmina left for new parents only a few months ago - their pictures also had to arrive here from day to day. The Americans Alan and Laura Shatto, Natalya Vishnevskaya recalls, appeared in the baby’s house with a complete set of documents and with a direction to meet the boys: “The shutto spouses made a good impression on everyone - they spent a lot of time with the boys, played with them, walked. Our employees sincerely rejoiced for children-in Russia there were few hopes for their adoption, both had quite serious health problems, we did not want to take them from us. ” Yes, and only two could be given to the Kuzmins at once - after all, the brothers. But the Shatto spouses seemed to not scare the difficulties.
About what actually happened on that ill -fated January day in the distant Texas is puzzled in Pechora. From the very beginning, not everyone was ready to believe that the foster parents were prudent killers. “The period of adaptation to new conditions for each child proceeds in its own way,” Alina Chernova sets out his version of what happened. “It is likely that Maxim Kuzmin was difficult, the child experienced stress, and against the background of this, the behavioral problems that parents took for a mental disorder - hence the medicine.” In any case, I am confident in Chernov, the tragedy could help prevent the social service specialists, psychologists: "Parents clearly needed help, but we do not know if they received it."
Whether Julia Kuzmina will be able to return the youngest son is a separate question. American diplomats have already stated that only the American court can resolve the issue with the return of Cyril Kuzmin. The irony is that in the wake of anti-American hysteria, Kuzmin-Mother may well restore the Pskov Regional Court in parental rights-the one that once deprived her of the same rights due to cruel treatment with his eldest son. However, where-where and in Russia they already managed to get used to the most paradoxical scenarios.
