Former top manager of KTZ Mlodik was again released on bail
Former KTZ top manager Semyon Mlodik, accused of fraud with shares of one of the assets of the machine-building holding Concern Tractor Plants (KTZ) - Promtractor-Vagon CJSC, has been released from custody.
A source in law enforcement agencies told the Interfax agency on Monday that the Supreme Court of Chuvashia overturned the district court's decision to replace bail with detention.
In turn, senior assistant to the head of the Investigative Committee of the Investigative Committee for Chuvashia for media relations Oleg Dmitriev told the agency that “we have not yet received the decision of the Supreme Court of Chuvashia, but we know about it.”
On April 9, 2012, the Department for Investigation of Particularly Important Cases of the Investigative Committee of the Investigative Committee for Chuvashia opened a criminal case against S. Mlodik under Part 4 of Article 159 Part 4 of the Criminal Code of the Russian Federation (fraud committed on an especially large scale).
According to investigators, in 2006, S. Mlodik and the general director of Russian Railways-Region LLC, Svetlana Romanova, by prior conspiracy, fraudulently withdrew property in the form of shares of Promtractor-Vagon CJSC, the board of directors of which was headed by S. Mlodik, causing damage to the company by a total amount of 273 million rubles, and then legalized (laundered) the stolen funds.
On October 4, 2012, S. Mlodik was detained for two days; on October 6, at the request of the investigator, the court decided to release him on bail of 20 million rubles.
S. Mlodik stated that he does not consider himself guilty of the crimes charged against him in the case of fraud with Promtractor-Vagon shares. At the beginning of December, he resigned from the post of General Director of ChTZ-Uraltrak LLC (part of OJSC Research and Production Corporation Uralvagonzavod, UVZ) at his own request. S. Mlodik also resigned from the position of Deputy General Director of UVZ.

On February 14, S. Mlodik was detained at Sheremetyevo airport in Moscow while trying to leave Russian territory and fly to Kyiv. In connection with the violation of the previously chosen preventive measure, on February 16, the Moscow District Court changed the measure of imprisonment to detention.
ChTZ-Uraltrak LLC (part of the heavy engineering division of Uralvagonzavod) was created on the basis of the liquid property of the Chelyabinsk Tractor Plant (ChTZ), declared bankrupt. The company is a large manufacturer of road construction equipment and tractors, part of the Uralvagonzavod corporation (UVZ , Sverdlovsk region). S. Mlodik headed the company in July 2011.

Tractor Plants produce industrial, military, railway, agricultural, municipal construction and logging equipment, as well as components and spare parts for them. The concern includes about 20 enterprises in Russia, Austria, Germany and Denmark.
In 2010, KTZ came under the control of Vnesheconombank, which acquired 100% of the shares of the holding’s parent company - Machinery and Industrial Group (MIG, the Netherlands).
