
On February 26, a round table was held in the “KP” dedicated to the discussion of the bill returning the permissible norm of alcohol in the blood of 0.2 ppm for drivers of vehicles. The initiators believe that the document has a chance to be accepted.
The fact that “zero ppm” does not exist in nature, all participants in the discussion agreed, although some of them believe that the absurdity of “zero” is compensated by the error of the alcoholters. It is curious that it is one of the main arguments of active supporters of the return of the minimum acceptable level.
The author of the bill, State Duma deputy from Fair Russia, Deputy Chairman of the Committee on Property, Anton Belyakov immediately noted that the successful passage of the bill is quite real: “Whether the bill will be adopted in many ways to be determined by lobbyism and administrative resources that are sent to the resolution of a particular issue. I have certain agreements. I assume the promotion of this bill on a number of mechanisms. He is supported by deputies from all fractions. A representative of an alternative point of view is the government led by Dmitry Medvedev. But I think that the government will not win because of the two components: a large number of parliamentarians supporting the bill, and the president’s position ... ”.
Belyakov believes that the law on zero ppm, which has been operating since 2010, showed its inoperability, since its goals have not been achieved: “There were no less incidents with drunken drivers. What are the consequences? The same number of people who have a ppm of more than 0.2 and 0.3, but a certain caste of people (10-12%) appeared, in whom alcohol with a concentration of less than 0.1 ppm was found. We did not get a positive result, but received 10% of drivers who are deprived of rights absolutely unreasonably. And there is also the workload of the courts and the discontent of the doctors ... We are not afraid of the CEFIs, but pathophysiological reactions: reducing attention, reaction speed, etc. In Europe, it is not for nothing that 0.5 ppm is present. With 0.3 ppm, there are no pathophysiological reactions. And now, physiologists have found that we have far from zero error of devices for measuring the level of alcohol in the blood ... ”
The coordinator of the “Society of the Blue Vederiks” Peter Shkumatov, the coordinator of the movement “Society of Blue Vederes”, ardently supported : “Zero pyrem is a complete absurdity. You need to understand that there is intoxication, but there are just numbers. Studies of German scientists show that when a person speaks on the phone, his reaction is reduced, as if he had 0.8 ppm in the blood. But for some reason, it is punished less strictly for this. I talked with traffic police experts. They now have a plan to catch more drunk. In ordinary situations, even they release drivers, if the cause of a ppm is a kvass or corvalol. ” The public figure also noted that he himself often deliberately and defiantly drinks Kvass at the wheel in order to show the absurdity of the current legislation.
He also brought his statistics that demonstrates that problems with drunkenness on the roads are not so important at all: “Only 5% of people in an accident die from drunk, and 25% from the state of roads. From speed excess - 40%. Why aren't we talking about this? Perennial statistics suggest that the number of accidents with drunk has decreased and is still reduced by itself. This process goes on regardless of the will of the first persons. He is absolutely lines. The take -off of 2010 is due to the fact that 30% of people simply fell into the error of the alkotester, having received a stain of reputation and aggravating circumstances in the offense. ”
Sorrow about kvass at the wheel was expressed by the chairman of the Interregional Public Movement "Union of Pedestrians" Vladimir Sokolov. He said that somehow, in order not to be convicted by the traffic police inspector in the reception of this drink, he was forced to hide for 20 minutes in a nearby temple.
Sokolov believes that the permissible ppm, of course, should be returned, but at the same time it is necessary to tighten the punishment for “killers at the wheel”: “ Tighten the punishment is necessary. The question is to determine guilt. If a person has a alcohol content different from zero, this does not mean that this is the reason for his offense. In our Union, we are trying to proceed from neutral positions. Extremely strict measures of deputies are absolutely justified, but it is clear that an alcotester is a certain device with a certain error. It is impossible for a person to allow himself to drink the day before, hoping that alcohol will disappear. But to deprive him of the opportunity to take medicine incorrectly. "
But representatives of medical communities during the discussion noted that the adoption of medications, kvass and other similar substances, practically did not play roles. The psychiatrist-narcologist of the Institute of Prevention, Alexander Kovtun, noted that subject to all the procedures when checking for alcohol from those who drank kvass, the level of alcohol will fall to 0 or fall into the framework of the error. The doctor believes that the main thing is compliance with the instructions on the survey procedure, and both drivers and traffic police officers should know them well. At the moment, according to the expert, the procedures are carried out with violations.
As for the introduction of the permissible level of ppm, Kovtun has not yet decided on this subject: “regarding different bills, I did not see in them a scientifically based analytics that would say that if we do this, we will make a serious contribution to ensuring safety on the road. These are all empirical conclusions. Someone imagines that it is better so, but someone considers it differently. ” However, the fact that all alcohols have an error confirmed the fact that all the alcohols confirmed.
The leading researcher at the Central Design Bureau of the Russian Academy of Sciences, Yevgeny Zharov, agreed with the arguments of his colleague, although he made more specific conclusions from them: “The error in the device is already to blame. We do not know how to behave, where to go, where to breathe. We need modern and reliable information. The discussion showed that the main indisputable argument in favor of introducing the level of permissible ppm is the error of the alcoholisters. Sergei Kanev believes that it is precisely this that it is necessary to rest on the promotion of the bill: “Our opponents will be removed, they will not let these 0.2 pymilla directly. I spoke with the deputies from Fair Russia and the Communist Party and advised everyone: "Enter the error of the sentence."
Almost all participants in the round table referred to international experience. According to them, even where the zero ppm is introduced, it is considered zero only taking into account the measurement error, that is, 0.1 in such cases also simply considers zero. Whether Russian legislators will accept international experience, it will become clear only in March, when the bill will be considered in the first reading.
