The opposition is becoming more and more the right power. But not only to increase the level of confidence in the electorate and a more reliable imitation of the development of democratic processes. She is capable of solving real problems of power, risking in the near future to naturally become a lubricant of the entire state machine, helping her gears even more vigorously rotated in the same direction.

Subjective opposition

The opposition for today has become a mirror of public opinion. The distrust of power is so great that anyone who will call her opponent can today claim a very significant loan of trust from society. Well, how, one wonders, you can not use this? Right! Only if you do not know how to use it. But with the recipe, here, as usual, the federal center has helped. Only this time is not imperious, but opposition.

As if responding to the request of those in power not to have an opposition at all, sharply aggravated since December 2011, our protest activists showed the world not completely dead, according to evil languages, construct. Yes, the same CS, the coordination council of the opposition. That is, yes, for the members of this COP themselves this development is useless, in general, it did not lead to good. The opposition, as it was repeatedly stated , with the coordination council of the village in Puddle, but she will not soon understand how much. Since the authorities of this “opposition” find can be very, very useful. Especially in the light of many times the upcoming governor's elections.

Active rotation of the governor's corps will require new personnel to solve a mass of difficult issues. And all of the organization of a passing score, if they, as Andrei Vorobyov and Konstantin Ilkovsky, are set to the region before the elections, before the investment in the region and the required level of execution of regional legislative acts, rests on local elites. That is, in the leaders of state -owned enterprises, the leadership of local power structures and municipalities.

The process of negotiations with this community for new governors is always a separate, very difficult question. The power holding in the field is desperately traded, are not afraid to show their teeth and, in general, which is quite logical, behave with the new head of the subject, like the owners with an uninvited guest. Previously, the Kremlin formally stood behind the appointments. Now, in view of the elections, formally for new governors there are people with whom we have not reckoned with us for a long time.

But here, oddly enough, it is the incredulous and protesting of our people who, as it were, offers the authorities a new lever to pacify oneself. Previously, the question would have arisen how to accumulate it all, but now we have a newfangled invention - the coordination council of the opposition. Now it is enough to create your own regional KS and accumulate in it the requests of all social activists. How to create? Yes, it’s easy. Take some of the regional businessmen who yourself are exhausted for more than a year in contractions with local authorities, and promise them to solve problems in return to finance the structure.

The main subtlety is that such a COP remains the structure of the subject, not claiming to be part of the federal protest, or, the Lord, the All -Russian. But even there are no problems. Our opposition today was so remote from the people and mired in its own contradictions that to depart from it to any regional undertaking - only a reputation bonus at the start. And the phrase “Coordinating Council” at the same time adds legitimacy to the structure itself due to the recognition of the “brand”. Thanks again to the "Kings of the Bolotnaya." So both the rhetoric and the situation are quite disposed to ensure that such a CS remains “subjective”, without going beyond the estate of the new governor.

Well, then everything becomes beautiful as in a fairy tale.

Cutting coupons

You can list the benefits of the new governor from such a decision for a long time, and you can’t cover everyone. We will only touch the main ones.

Firstly, there is an instantly common language with a large regional business. You don’t need to come up with anything else to seem useful. There is a subject of cooperation, the grounds to promise and the reason to demand loyalty.

Secondly, the whole opposition, which is only-under the reliable financial control of freshly baked vassals. The same social forces of the region that do not join the local advice of the opposition can now simply be called hypocrites and marginals. To declare that they do not want to fight a united front for the good of the people, after which they will outstand them with the same Constitutional Court, without kidding the delicate governor's pens.

Thirdly, now the “public opinion” translated by such social activists can no longer be ignored, but supporting the liberal policy in which, see which the opposition is openly operating.

Fourth, answering the needs of the people, as it were, the governor strengthens the legitimacy of the institute of the election of the heads of regions (“Look, the people have chosen me, and I hear the people!”), And the legitimacy of the institution of elections in general (“What kind of frauds in the elections are you talking about? I behave like a real folk chosen one!”).

Fifthly, the governor forms an additional electoral resource to the extent that the CS will be developed structurally (after all, nothing prevents him from having, say, his cell in each municipality).

But the most important thing is that he receives a real pressure on the local elite. He can now convict the objectionable ones what the soul wishes in, preserving the status quo. Forcing the local princes to fight with him, but to escape to him in search of protection from the "unbelted" public.

But, of course, the new scheme gives rise to new dangers. Those who decide to use this scheme, but will not take into account all the details, can also pay.

Front Civil and Folk Front

There are two main dangers during the implementation of the project “Managed Regional Opposition”. The first is that the control of the opposition will become the property of publicity. The second is that the local initiative will come into conflict with the interests of the federal center.

First, talk about the first threat. To calculate such a “pocket” CS will be technically easy. Firstly, he will first announce his independence and non-control of the Constitutional Court that is organized in Moscow. So, such a “subject” opposition will avoid the federal agenda in every possible way, concentrating on the problems of the region and only on them. This is the main sign. Secondly, the sources of financing such a regional “opposition” will unlikely will be non-public. There are no businessmen-sponsors, and they will try to get their portion of the media acting through a statement about their supposedly opposition. And if earlier they were loyal to the authorities, and then they suddenly “survived” - this, of course, will alert attentive observers. But, in general, all this is not too dangerous, because neither in the first nor in the second there is no seditious. Skeptics can suspect and dissolve rumors as much as they like, but nothing will work. Unless the governor himself or someone in his environment will pierce, having allowed a document in the public field, according to which, say, the same person finances both the party and the Constitutional Court in the region at the same time. But, for example, in the case of the same Ilkovsky, Socialist -Revolutionaries in party affiliation, questions will not arise in such a situation. Where, if he himself is an opposition.

The second threat of the activity of the governor on the civilian front is more real, since the “popular” front, that is, the notorious ONF, will soon begin to gain activity in Russia. No matter how much business in the region is - its number is limited. And many large regional businessmen have already enlisted (or think that they have enlisted) the support of the federal center directly, having signed up for the best friends of the Popular Front. Or, if you express it for sure - in the list of "organizations who have joined the ONF." If, say, the same businessmen in the ONF and the Constitutional Court are still involved, then again there is a risk of the same public exposure. And if they do not turn out, then the activity of the “Popular Front” may not be in earnest with the activity of the pocket COP in the struggle in the elections to the State Duma in 2016 in single-mandate districts. The governor will want to nominate his “front”. How to be?

However, here you can find a way out. In the ONF, by virtue of the declared "multi -formatism" different public organizations enter. Including conditionally opposition. And if, say, an activist of the governor’s opposition goes to the Duma according to the list of the “Popular Front”, then this power again and the plus to the general “democratization” can record. The main thing is that they, the Governor's Coordinating Council and the ONF coordination council, do not forget to agree on this. In order to continue to grow together against the background of widely declared "political liberalization."

Protest for the good of the Motherland!

In general, this recipe, if it is widely used (and according to rumors, in some places it has already begun to implement it), then the opposition in Russia will finally become not only integral, but also welcome by all the attribute of political life.

Our regime, at least, is very striving for this. So much so that even the Kremlin’s main political consultant Dmitry Badovsky publicly declares: “Putin and his team formulate them like this: the appearance of a strong, responsible and national oriented opposition in the country. This is in a long -term plan a more important task than maintaining the stable positions of the current party in power. ”

The current and future governors will soon understand this, and the opposition will “blossom” throughout the country unprecedented. But the governors and other phrases of Badovsky, which, without a doubt, will not miss the will of the guarantor of the Constitution: "The elite should include not only the current power team, but also the opposition."

But there is little space in the elite. Why pull some new people there, when it is enough to simply “register” part of the elite members in the opposition. And that's it, the issue is resolved. It remains only to cut the coupons from the folk protest, which yesterday the elite was so pundered by this itself.

Well, all protested fellow citizens in this situation will only be able to rejoice. After all, they are finally really useful to their country!
