On Monday, the income statement of the governor of the Pskov region Andrei Turchak was made public - it turned out that his wife owns a stake in a French company, in the name of which the family of the head of the region purchased real estate in France. Turchak promised that his family would get rid of foreign assets in the next two months, Kommersant wrote on Tuesday.
According to Andrei Turchak’s declaration, in 2012 he earned 1.319 million rubles - 12.5 thousand rubles less than in 2011. All these funds were received by him at his main place of work. Turchak also declared two new apartments (180.5 and 156.6 sq. m) - he owns them together with his wife. In addition, he still owns a plot of land with an area of 1201 sq. m. m and shares in apartments with an area of 66.8 and 80.7 sq.m (1/2 and 1/3 shares, respectively).
The income of the governor's wife Kira Turchak in 2012 increased by more than 7 million rubles and amounted to 15,911,713 rubles. The wife of the head of the region owns two land plots (1113 and 1137 sq. m), two residential buildings (227.4 and 43.3 sq. m), a guest house (29.5 sq. m) and 1/2 share ( together with her husband) in an apartment of 66.8 sq. m.
Kira Turchak also indicated her shares in the authorized capital of five Russian companies and one foreign one - the non-profit organization SCI Villa De Flirey (France; 66.67%).
On February 22, the State Duma approved in the first reading a bill prohibiting officials and members of their families from having bank accounts, property abroad, and shares in foreign companies, the publication notes. Once the law comes into force, they are expected to be given three months to get rid of these assets, and real estate will be subject to mandatory declaration indicating the sources of acquisition.
Andrei Turchak told Kommersant that his wife “manages funds in several accounts of non-resident legal entities in foreign banks outside the Russian Federation” (the accounts are not indicated in the declaration). According to him, “these accounts were opened starting in the fall of 2008 and were used to participate in the financing of a transaction for the acquisition of rights to real estate in France by the non-profit organization Societe Civile Immobiliere Villa De Flirey.” The founders of this organization, according to the Pskov governor, are his father, brother and wife. The property in France was purchased at the end of 2008 and was paid for using funds received as a loan from a Swiss bank, the governor explained. And the repayment of this loan, according to him, is carried out at the expense of income from the statutory activities of OJSC Management Company Leninets, OJSC Leninets Holding (according to the governor’s declaration, Kira Turchak owns shares in them) and their subsidiaries and dependent companies. “All the profits received by these organizations have nothing to do with the exercise of my powers as the head of the Pskov region,” Turchak emphasized.
Regarding the further fate of his family’s foreign assets, the governor said: “Regardless of the time of adoption of the law “On the prohibition of certain categories of persons from storing funds in foreign banks located outside the territory of the Russian Federation and from holding securities of foreign issuers,” I guarantee that no later On May 1, 2013, my wife will close all accounts in foreign banks located outside of Russia. Also, during this period, the property in France will be sold or my wife will cease her participation in SCI Villa De Flirey." The head of the region also added that all the documentation on these transactions was provided by him to the prosecutor's office of the Pskov region.
