The Accounts Chamber found an increase of 15.5 billion at the Olympic construction site and explained who was to blame

The Accounts Chamber revealed a significant overestimation of the estimated cost of sports facilities built in Sochi in the 2014 Olympics. The experts consider the leadership of the Olympstroy state corporation to be guilty of the rise in the cost of construction, created in 2007 specifically for coordinating the construction and operation of Olympic facilities.

"The audit showed that the officials of the corporation created the prerequisites for an unreasonable increase in the estimated cost of sports facilities. In general, the rise in the cost of the estimated cost of sports facilities amounted to 15.5 billion rubles," RIA Novosti quotes the report of the Accounts Chamber for 2012, widespread on Wednesday in the Federation Council.

The auditors found that Olympstroy did not resolve the issue of optimizing the estimated cost of the construction of a number of facilities. Corporation officials made decisions that increase the cost of objects, while there were no justification of new calculations, emphasized in the joint venture. Or such justifications were not supported by "additional actual needs for capital investments."

"Due to the unreliable estimated cost of objects, proven by the Accounts Chamber (Sanno -Bobslene highway, a large ice arena and others), the design documentation for sports facilities received a negative conclusion of the state examination," the documents noted. The government in this regard is recommended to fix the value indicators for trusted sports facilities.

"Olymstroy" and "Comrade Bilalov"

Recall that in early February, exactly a year before the start of the Games, a loud scandal erupted at the Olympic construction site - just because of a serious rise in the cost of construction. Inspecting the Mountain Carousel complex, which includes ski skiing, Vladimir Putin reminded of the breakdown of the schedule and asked if there was a rise in price. There is, readily answered surrounded: it was initially assumed that the complex would cost 1.2 billion rubles, now 8 billion.

In this regard, the president asked what Comrade Bilalov is doing - the former shareholder of the executing order of Krasnaya Polyana OJSC - and this issue became fateful. Since now Ahmed Bilalov, who was indicated by Putin, does not do anything. The very next day, he was dismissed from the posts of the Vice President of the Olympic Committee and the chairman of the board of directors of the resorts of the North Caucasus. Moreover, almost in vain - as it turned out, his brother Magomed Bilalov was the actual Minotary of Krasnaya Polyana. But in fact, Ahmed Bilalov was the real owner of the package and responsible for the dialogue with the authorities, and therefore fell under the variety.

Another thing is interesting. Shortly after the resignation of Ahmed Bilalov, who is called the "man of Medvedev", versions of an approaching scandal appeared in the press. So, Kommersant wrote that the initiator of the resignation of the “comrade” could be Deputy Prime Minister Dmitry Kozak, who took the obligation to inform the public about the dismissal of Bilalov and at the same time emphasized that he “warned” repeatedly, but he did not listen. And the reason, the publication noted, there could be a conflict of interests of Bilalov and the Olympstroy Group of Companies, whose head of the supervisory board, until 2012, was Kozak.

In recent months, Ahmed Bilalov was actively interested in the future Olympic infrastructure and offered the government after the end of the Games to create tourist-recreational special economic zones in Sochi, the newspaper wrote. "Bilalov’s resorts of the North Caucasus, in this regard, acted as a contender for the role of the management company of the future SEZ. Therefore, Kommersant concludes: Bilalov’s company, one of the flagship projects, which the Prime Minister and his environment openly patronized, could well be considered as a threat to the future of Olympstroy.

"Olympstroy" and springboard

We note another fact. The multiple rise in the cost of the Olympic object, for which the president essentially assigned Bilalov, could have been a consequence of the conflict with Olympstroy and Deputy Prime Minister Kozak. Thus, the rain reported that the Olympic skulls, for which the Krasnaya Polyana was responsible for Bilalov, were handed over on time, they even held competitions, the breakdown of the schedule was associated with incomplete infrastructure work.

In 2012, the Kozak, reported the TV channel, tried to impose Bilalovs to the construction of roads and engineering structures that would protect the springboard. According to the sources of the channel, initially it was supposed to do Olympstroy, but it did not find money - five billion rubles. By the way, from here, the interlocutors of the rain noted, and the rise in the cost of the estimate. When the Bilalovs refused, the Krasnaya Polyana was nationalized, the control package went to the Sberbank, which is now trying to find funds to bring the object to mind.
