The Ministry of Transport offers to repair roads at the expense of motorists

Officials are thinking about increasing excise taxes on car fuel. This money can then be sent to regional road funds - now they barely have enough money to maintain a road network.

According to the "Russian newspaper" , the corresponding amendments to the Budget Code are already being prepared.

The problem of repair and construction of roads on Wednesday was spoke of the Minister of Transport Maxim Sokolov at the college of Rosavtodor. At the same time, the minister noted that in the part of the federal routes, resources are provided for the next ten years. But in order to resolve the issue of financing regional roads, significant efforts will be required.

Neither the head of the Ministry of Transport, nor the head of Rosavtodor, Roman Starovoit, did not go into details. So it is still unclear how much the excise percentage will increase, and with it gasoline prices.

If such a mechanism is made the main one for the formation of road funds, the amount may be impressive. The total amount of road funds last year amounted to 655 billion rubles, which is twice as much as in the previous one. This year, funds plan to increase to 700 billion. However, only 1.3 trillion is required for the development of regional roads.

True, as the RG indicates, many subjects still use road funds to "plug holes" in the budgets. And where the "road" money goes, there is no complete clarity. So far, the Ministry of Transport intends to oblige Rosavtodor and Avtodor on a quarterly report on the spending of road funds. Later, perhaps, regional authorities will be forced to report.

“MK”, meanwhile, calculated that if you repair the roads at the current pace, then they will only become normal by 2037. According to the head of Rosavtodor, the length of federal roads that meet regulatory requirements increased to 42.5%in 2012. In 2011, it was 40%, so the annual progress is modest - +2.5% of the normative roads.

A year ago, the leadership of Rosavtodor promised - by 2018, 100% of federal roads will be in normative condition. However, at the end of November 2012, the government overestimated its capabilities and set the task of bringing 85% of roads under the standard, and by 2020.
