There will be no fair elections

In Khimki, as elsewhere in the country, the formation of precinct election commissions took place. I, sinfully, thought that the power had really changed with the arrival of a new head and Khimki would live “in a new way.” The naive young man is me to myself.

Elections are just around the corner. 84 PECs were formed in the city. The local branch of Patriots of Russia nominated 25 candidates for PEC members. Yes, what kind of candidates, exactly the kind V.E. dreams of? Churov, when he writes methodological recommendations for his lower-ranking colleagues at the Central Election Commission. I quote:

— when forming an election commission, it is recommended to take into account the principle of continuity in its work, the advisability of appointing to its composition persons with higher professional education: legal, in the field of information technology, automation, information processing or other higher professional education, experience in organizing and conducting elections, referendums, as well as youth participation in the work of election commissions.

When appointing candidates proposed by political parties to the election commission, it is recommended to take into account the participation of the political party in the elections in the relevant territory.

Of our 25 candidates:

- everyone has experience participating in elections as observers or members of PECs with PSG in the 2011-2012 elections;

— 23 have higher education;

— 6 have higher legal education;

- 1 candidate has an academic degree - Candidate of Legal Sciences;

— 1 candidate is a lawyer;

— 1 candidate writes a dissertation for the degree of candidate of legal sciences;

The party participated in the elections to the Council of Deputies in 2011. True, we were not allowed to participate in the elections due to allegedly invalid signatures. Because they know that if they had allowed it, the party would have entered the Council of Deputies.

In 2012, the party candidate participated in the presidential elections and took 6th place out of 13.

But in Khimki, common sense, logic, as well as the position of the federal government are advisory in nature. There are laws and concepts here. The TEC cannot refuse parliamentary parties by force of law, so the “Big Four” were included in the PEC composition. Well, then the PEC was filled with “good old friends” of any head of the Moscow region. And, of course, the “Union of Pensioners”, the Fighting Brotherhood, and the Union of Disabled Persons of Chernobyl consist entirely of municipal and dezov workers, who supplemented the composition of the PECs. It is clear to everyone that these are the people who do exactly what they say from above. If they say to hold elections fairly, they will. They will say, rewrite the protocol - they will rewrite it. And that's all business. They'll get away with it anyway.

Of course, it’s all according to the law, but how ugly and dishonest it is when the real competitors of the Big Four at the local level, the Patriots of Russia and Yabloko parties, are simply thrown out “Khimki-style.” And it is clear to a layman that the commissions were formed in Strelchenko’s style. Chairman of the TEC for the city of Khimki O.V. Tikhenko and secretary K.A. Shishova doesn’t know how to work any other way. Not taught.

But here our Tikovites miscalculated a little. They spat not only on the Patriots of Russia party, on those voters who voted for the candidate for the post of head in 2012, but also on the Central Election Commission.

Poor Churov writes everything, writes recommendations, but at the local level they simply send three letters to the Central Election Commission, they say, don’t interfere with work, we know better here. This is true.

Preparations for the elections of the governor of the Moscow region in Khimki began “in a new, old way.” Based on the composition of the commissions, I assume that in the fall the gubernatorial elections will be held again “in Khimki-Strelchensky style.”
