The decision to close the Baikal Central Bank has been made

The letter with this statement of the Greenpeace of Russia recently received from the general director of VEB Engineering D.I. Sheibe. The answer, which describes in detail what the public tried to prove for many years. An answer that cannot but rejoice.

Greenpeace Russia has been engaged in Baikal's problems for more than 15 years, and such a letter, of course, inspired us. Finally, a fundamental decision has been made!

But, unfortunately, to be completely rejoice at and forget about the problem of BCBK prematurely. There are many unresolved issues left, without which the immediate prospect is not clear. This is the reclamation of the territory, including slotted machines, tanks where production waste is stored. This is the employment of the current BCC workers. Greenpeace always advocated a civilized approach in solving these problems when closing the plant. But first of all, it was precisely the decision to close.

It is extremely important that we consider the recognition that the reclamation of the sludge -taces can be carried out with a closed plant. As for the employment of the workers of the plant, they will definitely find something to do. Already this summer, if all the necessary documents are prepared, you can start work on the demolition of buildings and surrender them in scrap metal. In parallel, it is possible to introduce unfulfilled projects from the long-term target program "The main directions of modernization of the economy of the single-industry toward Baikalsk Irkutsk Region for 2010-2012." In addition, there are a lot of projects that are proposed for implementation on the BCBK site. As the territory is cleansed, one could begin to carry out the most promising of them. In view of this, the extension of the main production and restoration after the fire is pointless and economically inappropriate.

In addition, the resumption of production will entail two extremely important consequences:

1. Resumption of Baikal's pollution with discharges and emissions.
2. Violation of the requirements of UNESCO to terminate discharges and emissions until 01/30/13. Accordingly, the resumption of production will entail the legitimate indignation of the international community and the transfer of the UNESCO World Heritage Site to Lake Baikal to the Heritage list.

Therefore, we believe that the BCC should not restore its main production at all. And specific works, with the involvement of workers, should begin in the coming month or two, that is, the time of writing a plan for further actions on BCC and the development of a specific plan for the reclamation of the territory.
