The Arbitration Court of Tatarstan has introduced bankruptcy proceedings into OJSC VAMIN-Tatarstan, a correspondent of the Interfax-Povolzhye agency reports from the courtroom.
The book value of the agricultural holding's property is estimated at 13.6 billion rubles, but a significant part of this amount is accounts receivable or overdue financial investments, the interim manager of the agricultural holding, Sergei Bashkatov, said during the meeting. The register of creditors includes claims for 12.86 million rubles; it has not yet been closed.
The bankruptcy procedure will last until September 10, 2013.
Earlier it was reported that on October 4, the Arbitration Court of Tatarstan, at the request of VTB Bank, decided to introduce a monitoring procedure in relation to the agricultural holding OJSC VAMIN Tatarstan. According to the case materials, the amount of the company’s overdue debt to VTB at the time of filing the application was 343.8 million rubles.
It was also reported that in September 2012, the Main Investigation Department of the Ministry of Internal Affairs for Tatarstan opened a criminal case against officials of OJSC "VAMIN Tatarstan" on suspicion of fraud on an especially large scale (Article 159, Part 4 of the Criminal Code of the Russian Federation) after a collective appeal from the heads of five banks . Law enforcement agencies did not disclose the names of the banks that submitted the applications, citing the secrecy of the investigation.
In the appeal, the bankers indicated that VAMIN Tatarstan OJSC is not taking measures to repay loans and at the same time is transferring its assets to the newly created organization Kazan LLC. According to them, during 2011-2012, the property of seven dairies belonging to VAMIN and a number of other enterprises were withdrawn and re-registered. In addition, the applicants claimed that when receiving loans to banks, false information about the financial and economic position of the joint-stock company was provided, including false information about collateral. According to their estimates, the banks suffered a total of over 11 billion rubles in damage.
OJSC "VAMIN Tatarstan" is a large agro-industrial holding of the republic, it includes 27 agricultural firms, 28 dairy plants, 10 grain receiving and grain processing enterprises, a fishery, 2 enterprises that repair machinery and equipment, a motor transport enterprise, 2 trade departments, and a training center.
Until November 2011, the holding was headed by Vagiz Mingazov, currently he represents Tatarstan in the Federation Council of the Russian Federation.
According to the SPARK-Interfax database, the company's shareholders are 6 individuals, including relatives of V. Mingazov, who in total own 90.71% of the joint-stock company, as well as Arsky Fish Farm LLC.
The revenue of VAMIN Tatarstan for 9 months of 2012 amounted to 11.2 billion rubles, the net loss was 169.5 million rubles. The total amount of liabilities as of October 1 last year was 13.4 billion rubles.
