
At the completion of the construction in Vladivostok, two five -star hotels and a water conduit on the island of Russian are planned to allocate one and a half billion rubles from the federal budget and half a billion from the regional. It is reported by "Rossiyskaya Gazeta". Objects were built for last year's APEC summit.
The vice-governor of the region Vladimir Balan appealed to the deputies of the Legislative Assembly with a request to increase the volume of financing to complete the construction of two five-star hotels, which requires another 300 million rubles.
According to Balan, the hotels will be commissioned this year, one of them by June 1. The vice-governor noted that after the completion of construction, this hotel will be transferred to private property in order to repay all expenses of the regional budget. The second will remain owned by the region.
In addition, Balan said, about one and a half billion rubles will be allocated from the federal budget and another 200 million from the regional one for the construction of the water supply from the underground sources to the Russian Island.
On March 15, the First Deputy Minister of Finance Tatyana Nesterenko said that the Russian budget in 2013 will not receive about 130 billion rubles of tax revenues due to the return of VAT to participants in large investment projects. In particular, we are talking about companies that built objects for last year's APEC summit in Vladivostok, and about the developers of the Sochi Olympiad.
In November 2012, the Accounts Chamber said that in preparation for the APEC summit, more than 15 billion rubles were wasted. By September 1, out of 67 facilities, only 23 were commissioned according to the documents, the department said. The audit also revealed that the construction of most objects was carried out without a full package of initial permissive documentation. At the same time, all state orders without exception for the completion of the construction projects did not have conclusions of the examination for design documentation and assessment of the cost of construction.
The APEC summit took place in Vladivostok from September 2 to 9, 2012, for the first time it took place in Russia. Many objects were built to the summit, including two bridges to the island of Russian, several hotels, infrastructure and road objects. The total expenses for the summit exceeded $ 10 billion (according to unofficial data, they amounted to about $ 20 billion).
