More recently, the officials of the Ministry of Defense stood firmly on the fact that the draft service is the basis for the formation of the armed forces. And now an important military official notes that the draft system is outdated, that it is at least unreasonable to drive university graduates into the army.
The main thing is that this explains the motives that guide the Ministry of Defense, recently putting forward his rather unusual initiatives. We are talking about the proposal of the rectors of several universities (clearly with the approval of the military department) so that students undergo military service in three receptions - three months a year. And about the idea of the Minister of Defense of Sergei Shoigu to create some “scientific companies” by analogy with sports. According to the minister, in such companies, “talented guys will serve, who, without leaving the university walls, will carry out the work that the Ministry of Defense needs together with the teachers.” The defense department is ready, it turns out, "to finance the research and design work of such groups, but it has the right to expect clear results from them, and not some fantasies."
All these proposals are abundantly shrugged by thoughtful reasoning that thanks to all these innovations it will be possible to train a mobilization reserve and resolutely improve the quality of the army service. At the same time, it is quite obvious that all this has a very indirect attitude to ensuring the country's security.
And the proposal for the soldier’s service in installments, and the idea of “scientific companies” is obvious and obvious profanity. It is unthinkable to master the military profession in three approaches for three years. In the same way, it is impossible to calculate the scientific development that is made in a year, which was made in a “scientific company”, which was made in a “scientific company”, which was made in a “scientific company”. Scientific schools, namely, they can ensure the quality of research necessary to create modern weapons, cannot be formed by order of the sergeant.
Of course, it cannot be ruled out that, desperate to get something good from the so-called military science, Sergei Shoigu decided to demonstrate what it really costs. Like, even students are able to create something more sensible than specialized “military research institutes”, which have been drawn to unpromising R&D for decades. The former head of the General Staff Nikolai Makarov said that the students managed to create a more successful model of drones than the specialized research institute. But this rather indicates the quality of the work of “professional” scientists, and not at all about the prospect of “scientific” companies.
An explanation of these initiatives in another. Maybe for the first time in history the interests of society coincided with the interests of military bureaucracy. During the recent collegium of the Ministry of Defense, Vladimir Putin set the military in principle an impossible task - to fully equip an army of one million people in a situation where a country with a whistle flies into a demographic hole. For this, 550-600 thousand people must be called annually. But now only about 600 thousand young men (according to other sources, less than 500 thousand) reach the age of 18. That is, it is impossible to fulfill the order of the main chill in principle.
All that remains military bureaucrats is manipulations with numbers. But for this, you need to enter into the number of armed forces of people who, in other circumstances, would do everything possible to avoid military service. And it seems that the Ministry of Defense is ready to offer them a purely nominal form of service: in “sports” and “scientific” companies, as well as in three -month courses. Thus, thousands of “slope”, avoiding obtaining a summons from the military registration and enlistment office, will be able to legalize their relations with the Russian state. And this seems extremely positive to me.
Of course, it would be more correct to act differently. By the presidential decree, to establish the number of armed forces of 650-700 thousand. And then go by 2017 to the contract army. According to the plans of the military department, by that time 425 thousand contractors will be recruited. If you add 220 thousand officers to them, this will be the modern Russian army.
But, alas, based on its logic, the Russian government considers it necessary to have armed forces with a nominal number of one million. As a result, now the non -membrane reaches 270 thousand people. So why not replace some empty “cells” on paper with others - in “scientific companies”? However, it is possible that the Ministry of Defense thus lures potential conscripts in order to send them to ordinary ones, and by no means scientific companies.
