Russian Prime Minister Dmitry Medvedev approved the Russian state program “Development of Foreign Economic Activity,” the government press service reports.

The main period for the implementation of the state program is 2013-2018. It is aimed at “strengthening Russia’s position in the global economy, improving the qualitative parameters of foreign economic activity, and increasing its practical contribution to solving the problems of modernizing the national economy.”

The total amount of funding for the entire period of implementation of the state program will be 422 billion rubles. (at prices of the corresponding years).

The government expects that the implementation of the state program will allow in 2013-2018. increase by 1.5 times the value of exports of goods, including exports of non-energy goods by 1.6 times, which will allow Russia to gain a foothold in the top ten world exporters.

In addition, it is planned to reverse the downward trend in the share of machinery, equipment and vehicles in exports and achieve a 10 percent annual increase in supplies for this group by the middle of the period, as well as achieve a level of product diversification of exports comparable to similar indicators for developed countries with high share of the raw materials sector.

Among the expected results of the implementation of the program, a doubling of the number of exporting organizations is also mentioned (at least 1 exporting organization for every 100 registered organizations), an increase by 1.8-1.9 times in the value volume of mutual trade of the member countries of the Customs Union in non-energy goods and a significant increasing Russia's place (entering the group of the first 20 countries) in the rankings of the World Bank and the World Economic Forum in terms of assessing the quality and efficiency of the regulatory environment and law enforcement practice in the field of foreign trade.

Let us remember that at the beginning of March 2013. At a meeting of the Russian government, D. Medvedev called on all regions of the Russian Federation to improve their foreign economic and investment potential.

“There is a need for faster growth in exports compared to the dynamics of international trade as a whole. It is necessary to expand the product range, geography of supplies, increase the export of machinery, equipment and other high-tech products, achieving a steady increase of 10% in this group of goods annually,” the head of government said.

RUB 422 billion will be allocated for the development of foreign economic activity.
