In the beginning there was a letter - a letter from the Ministry of Internal Affairs of Russia in the Ulyanovsk Region of February 8, 2013 at 16/507. In this letter addressed to the leadership of the Department of Education of the city, officials from education, the internal affairs bodies inform about " improving the activity of individual political parties and public movements during pickets, rallies, demonstrations, processions and meetings ." It would seem - this is a positive phenomenon in the life of our city. The civil activity of the population is growing, the Ulyanovsk people are increasingly using their constitutional right to hold public events. What caused the concern of the police and, where are children's teachers?

We find the answer to this quite fair question in the continuation of the letter: "A special concern is caused by an increase in the number of minors participating in various promotions."

And this passage is sincerely surprising. Young citizens of the country want to take a more active participation in the socio-political life of the region. They are patriots. After all, we are talking about public events, the right to which is guaranteed to us by the Constitution of Russia? What then is special concern about? Or in the police consciousness a priori, any public or political activity of the Ulyanovsk residents is dangerous, illegal and unacceptable? Questions unanswered.

So we approached the most interesting. At the very beginning, I wrote that the document, curious. This is true. This document perfectly characterizes the state of minds not only by regional, but also wider than the Russian authorities. The actual attitude of the authorities to the rights and freedoms of Russian citizens, political opponents, clearly showing not only the neglect of teachers, but also a new social role, allotted by him in the era of stability.

Who are these "enemies of the human race", what political organizations have concerned the Ministry of Internal Affairs of Russia in the Ulyanovsk region so much that it was necessary to write a letter to the education department, to take measures to inform? I don’t know who her real author does not know, but the fact that as a result of their appearance was found a formal occasion for the power to disperse the picket by the police and administrative arrest of me and my comrades is a fact. Reading a letter, you can make sure that after almost a year this story is experiencing a second birth not without any benefit for the authors of the letter.

Nothing confuses you? It confuses me. A logical question arises: what had to be done with our society so that the law enforcement agencies were concerned, in fact, the growth of civil activity of the inhabitants of the region and the younger generation, listed in the negative context of the current political organizations, in respect of which there is no decision of the court to recognize their extremist, and put themselves in the function of political supervision?

After such information pumping of the Ministry of Internal Affairs of Russia in the Ulyanovsk region, he asks from the Department of the Education of the Administration of the city of Ulyanovsk: “To bring this information to teachers, parents and organize timely informing of the internal affairs bodies, when detecting minors who consider themselves to public organizations, extremist movements and formation, other informal youth associations ...”. In other words, it is required to organize a network of informants on the basis of the teaching staff of the Ulyanovsk schools, and the intermediary between the source of information and the Ministry of Internal Affairs will be the city education department? The authorities, represented by the Ministry of Internal Affairs, puts the pedagogical community before a choice, which will still, sooner or later, will stand before everyone. Who are you with? It's time to wake up and take a meaningful political position. Otherwise it may be too late. Without stopping now, without saying no arrogance of the police into the walls of educational institutions, maybe tomorrow you will have to throw all any useful and honest books into the fire tomorrow. And scream "Hail" to some "national leader."
