At four in the morning, flying from Durban, Putin gave the deployment order. The team received the 45th separate Airborne Forces regiment, as well as units of the 106th Airborne Division, GRU special forces. The military transport aircraft successfully transferred them to the area of potential conflict. At the same time, the order on operational deployment was received by the fleet forces, landing ships with a marine corps on board entered the sea. Military units deployed in the region also began to advance to the concentration area.
It turns out that Russia, as it can be prepared for the possible complication of the military-political situation in the East. One problem - the maneuvers did not take place on the Pacific Ocean, but on the Black Sea. Where, thank God, no crisis is observed. At least nothing was observed before the start of maneuvers. The president just really liked the idea of the Minister of Defense Sergei Shoigu about the sudden inspections of the combat readiness of the troops. In the same way, a month ago, Minister of Defense Sergei Shoigu lifted the troops of the Central Military District. Such inspections make it possible for the country's leadership to really evaluate the combat readiness of the army.
However, now Russian troops are passing the exam, a significant part of which is located on the territory of a foreign state - Ukraine. The local authorities assure that Moscow has informed about upcoming maneuvers in advance (if so, the suddenness of the verification is somewhat doubtful). But even in this case, the Ukrainian opposition saw in the exercises an occasion to express dissatisfaction with the Kharkov agreements that fixed the Russian military presence in Ukraine. And this time, not without reason - one way or another, the fact of conducting sudden maneuvers in Moscow reminded Kyiv: at any moment it can start hostilities without consulting with Ukraine, but only “informing” it. And the neighboring state will be doomed against its own will indirectly participate in hostilities.
Some observers explain Putin’s decision with the desire to send the Tbilisi signal and Washington. Just now, not far from Tbilisi, the US-Georgian exercises of Agile Spirit-2013 are being held. The representative of the domestic Foreign Ministry had already branded them. According to him, "any foreign military assistance to Tbilisi, no matter how it motivated, complicates the prospects for strengthening peace and stability in the region." At the same time, one cannot but pay attention to the fact that in an event that “complicates the strengthening of the world”, participates seven fewer military personnel than in Russian maneuvers. What did not prevent the Deputy Minister of Defense Anatoly Antonov from saying: exercises in the Southern District increase the combat readiness of the Black Sea Fleet, in which "all coastal states are interested." Not sure that these very coastal states share a similar point of view.
It's all about the surprise of the exercise. As a matter of fact, all contracts and agreements on monitoring weapons on the European continent are aimed at avoiding the sudden escalation of interstate contradictions to the stage of military conflict. That is why the agreement on ordinary weapons in Europe (Russia has come out of it) establishes ceilings for certain types of weapons according to the regional principle, because this does not suddenly concentrate the troops in the required number for an offensive operation. Viennese agreements on trust measures require to warn in advance about maneuvers in which over 9 thousand military personnel participate. It was on this basis that Moscow did not inform anyone of maneuvers, in which 7 thousand soldiers and officers were involved.
However, the situation is not so unambiguous, if we approach the case from the point of view of the spirit, and not the letters of these agreements. It was in the Black Sea region that the last European war took place. And now one of the participants in the conflict begins to move the troops. This, of course, is recorded, speaking by the official language, "national intelligence agents." NATO countries begin to worry: what else could have occurred to Russians? All this does not help strengthen stability on the continent. Official NATO representatives very politely expressed disappointment. “I think that in the future it would be useful to ensure the predictability of our relations, the maximum level of transparency,” said Alexander Vershbou, Deputy Secretary General of NATO.
A lot of questions arise in connection with the military component of maneuvers. If you believe in official messages, everything goes without a bitch without a bitch. So, the head of the General Staff Valery Gerasimov reported to Putin that soon after receiving the order by a march from Rostov-on-Don, 80 armored vehicles were transferred to the landfill.
- And how many cars are left on the march? Only honestly, ”the president asked. - Not a single one! - cheerfully reported Gerasimov. The Minister of Defense intervened in the conversation, who said that after the February exercises, the command began to pay more attention to regular military equipment. “Then the assessment was unsatisfactory,” said Shoigu. “Now more or less without flaws.”

The non -comprehensive personnel in the Russian army is about thirty percent today, and among those who serve, half has been in the troops for less than six months. Let me remind you that in 2008, during the war with Georgia it was supposed to use the marine infantry. However, she loaded on the ships all the time while the war was going on. It can be assumed that at some point Putin's PR people liked the idea of Shoigu about sudden inspections of troops. They allow the president to introduce a strict, but fair military leader. Only in this case, Sergei Shoigu risked being in the position of a negligent subordinate, whom the president reports. And of course he hesitated. It is no coincidence that the airborne troops, where the most contractors play in maneuvers. I suspect that for the Ground Forces and the Navy, Putin's sudden order was not too unexpected. So, by the time of conducting exercises in the Black Sea, landing ships from the Baltic were there in advance.
In a strange way, exercises in the south of Russia discover a similarity in the behavior of Russian and North Korean leaders. Both that and the other give orders to the troops, trying to first arrange a show and strengthen their own power. The scale, of course, differs. In one case - the threat of a nuclear conflict, in the other - just maneuvers. The war is garbage, joked in the Soviet Army, the main thing is maneuvers.
