
Ex-Minister of Defense Anatoly Serdyukov and his son-in-law Valery Puzikov can become defendants in another criminal case of fraud with the fleet of the General Staff, Izvestia reports . In addition, the ex-minister takes place as a witness in the case of illegal movement through the customs border of components released in Kazakhstan for homing torpedoes, Kommersant writes .
The criminal case of fraud with the fleet of the General Staff was opened last summer. We are talking about multi-billion dollar contracts with the Federal State Unitary Enterprise "St. Petersburg Engineering and Technical Center for the Russian Ministry of Defense" for maintaining 560 cars. The scam with the transfer of equipment for outsourcing took place with the direct participation of Serdyukov and his relative.
“The contract was concluded with numerous violations, and the prices in it were significantly overstated,” the source of Izvestia said. “The annual service of only one car costs the state 6.1 million rubles. For this money, you can purchase two new elite foreign cars or with a dozen middle class machines.”
The contract by the Ministry of Defense was signed by the head of the military unit, on the balance sheet of which was the fleet of the General Staff, and from the part of FSUP - its general director Valery Sedov. “However, Anatoly Serdyukov personally supervised the entire deal,” Izvestia noted in law enforcement agencies. Moreover, Serdyukov also put his signature under the additional application to the contract after his subordinates refused to sign it.
According to Izvestia, this is only one of the dubious agreements. In total, three contracts appear in the case. The first two relate to the beginning of Serdyukov’s work as a minister. Roading of vehicles was attributed to the non -core tasks of military personnel. At the beginning of 2009, the General Staff placed in the capital of the Automobile Studies entered into a contract for servicing cars with the Federal State Unitary Enterprise "St. Petersburg Engineering and Technical Center of the Federal Tax Service", which was at that time headed by Puzikov.
The amount of the state contract, designed until 2010, amounted to about 400 million rubles. A few days before its end with the same Puzikov, a similar contract was concluded for 3.5 billion rubles until the end of 2012. Puzikov’s enterprise, which later headed Sedov, was renamed the St. Petersburg Engineering and Technical Center of the Ministry of Defense.
At the same time, lawyers and accountants of the military unit warned the leadership of the overstation of prices for contracts and violations of the norms of the current legislation. According to the most modest estimates, the military had to bear 12 million rubles of loss only from taxation and payment of insurance. Specialists could not even predict common possible losses from bonding transport.
In addition, the former minister will witness in the case of illegal movement across the customs border of Russia weapons and military equipment. On March 29, the charges in this case was brought by the general director of NPO "BARS" Vladimir Fitzner. The entrepreneur was detained for 48 hours, after which he was released on a recognizance not to leave. "Bars" imported components for torpedoes from Kazakhstan.
It is believed that the interests of Barca could be broken by the adviser to the Minister of Defense Admiral Gennady Suchkov. It was he who proposed to create a working group to re -examine the torpedo and headed it. Fitzner previously served as a midshipman in the Northern Fleet under the command of Sechkov. According to the sources of Kommersant, close to the investigation, Schukov has already received an offer to leave of his own free will, but he refused him. Serdyukov, as part of the investigation of the case, is going to interrogate as a witness. It was he who signed the order to create the working group Admiral Schkov.
On the identification of the fact of fraud with the supply of spare parts by the subsidiary of Oboronservice - OJSC "Removalization" was reported in early February. During the preliminary investigation, it was found that the Ministry of Defense under the contracts of "removal" received doubtful components for homing torpedoes at high prices. The police found that since 2010, under contracts with a “removal” supplier of components for a homing torpedo, “Bars” spoke. He, in turn, through the Russian-Kazakh LLC Arsenal-Mashzavod purchased components for torpedoes from the S. M. Kirov Machine-Building Plant JSC.
In accordance with the first contract from Kazakhstan, in 2010, 45 sets of spare parts for torpedoes were delivered. For them, Bars paid partners 12 million rubles, receiving 25 million from “removal”. The next deliveries were made in 2012. Then contracts were concluded for the supply of components already by 60 million, while Bars hoped to receive twice as much from the “removal”. However, in December, employees of the Ministry of Internal Affairs and the FSB conducted searches in the Bars office and in the warehouses of OJSC Admiralty shipyards, where 40 settings for torpedoes were stored. All of them were sealed, and their accompanying documents were seized.
According to the inspectors, the Bars and the Arsenal-Mashzavod did not have licenses of the Federal Service for Military Technical Cooperation, the Federal Urgent Order Service and the FSB for foreign trade operations with military goods. Spare parts and prices of them aroused suspicions of the military representative Grigory Kolodyzhny who accepted them. “I suspect that they are from the old expired Soviet reserves,” he said to reporters. “How else to explain that the components were manufactured by an enterprise in Kazakhstan, which had no material means?”
On March 12, the ex-minister first testified to the investigation in the case of the improvement of the Life Rest Center, owned by Puzikov. Earlier, he refused to answer any questions, referring to the 51st article of the Constitution, although he presented twice written explanations in free form, which were introduced to the case file. It was excited against unidentified leaders of the Ministry of Defense under Part 1 of Article 285 of the Criminal Code (abuse of authority). The Ministry of Defense at their own expense built a road from the base to it the village of Krasa 6.7 kilometers long, as well as two car and one pontoon bridge over the channels of the Volga. Also, soldiers were illegally involved in landscaping work. The damage from abuse is now estimated at 15.5 million rubles.
