The Higher Attestation Commission (HAC) under the Ministry of Education and Science intends to publish on the Internet all defended and rejected dissertations and the conclusion of the Anti-Plagiarism system on them, so that the names of the pseudo-heroes who falsified the works become known to everyone, Vladimir Filippov, Chairman of the Higher Attestation Commission, told reporters on Wednesday.

“A database of all defended and all rejected dissertations, as well as data on all dissertation councils, will be published on the HAC website. In addition, the site will contain the full text of dissertations, the conclusion of the Anti-Plagiarism system on the originality of the text and the conclusion of the commission on this matter. And there will also be a forum for feedback and discussions,” Interfax quotes Filippov .

He noted that everyone is “interested in ensuring that the names of such pseudo-heroes become known to everyone, and the media will show it to the community so that they can draw a conclusion.”

“I’m starting to joke now that they used to pay money to defend a dissertation, but now officials are running around asking who to give the money to abandon the dissertation. But that’s it, there’s no turning back!” - said the head of the Higher Attestation Commission. However, he added that he does not expect mass deprivation of scientific degrees.

“This will not happen on a mass scale. For now, we have the right to deprive a degree only after three years. Let society draw conclusions. If we notice borrowings, we will post it on the website,” Filippov promised.

The head of the Higher Attestation Commission also noted the need to bring the PhD degree in Russia to the level of a Western PhD in two or three years. “The Russian scientific community supports, and I believe that at this stage this is the right decision, the preservation of the two-level system “Doctor of Sciences - Candidate of Sciences,” but we have the opportunity to raise our Candidate of Sciences degree to a level not lower than PhD,” he quotes the words Filippova ITAR-TASS .
