Novgorod Vice-Governor Shalmuev was arrested in "road business"

The first vice-governor of the Novgorod region Arnold Shalmuev was arrested in the case of the theft of budget funds allocated for road repair. This was reported by the press secretary of the TFR Vladimir Markin. Shalmuyev is suspected of part 4 of Article 159 (fraud on an especially large scale), paragraph "in" Part 2 of Article 179 (coercion to the rejection of the transaction) and part 1 of Article 286 of the Criminal Code (exceeding official powers).

On the eve of the Novgorod District Court of the region, he arrested six other defendants in the “road business”, including the deputy of the Chudovsky district council of the Unicorn Nikolai Zakaldaev and the executive director of the company “Magistral” Alexei Tyutykin.

The case against the vice-governor was opened on Tuesday, but the official after he had searches, lay down in the hospital. Doctors stated that Shalmuev had acute coronary syndrome, hypertensive crisis and severe form of diabetes. As reported, it lies in intensive care connected to the apparatus of artificial ventilation of the lungs. Nevertheless, on Thursday, the official was detained and interrogated.

According to investigators, Shalmuyev, who, by the genus of his activities, oversees the road infrastructure in particular, played a key role in organizing theft. In fact, he gathered a criminal group uniting officials, businessmen, as well as two district deputies, one of whom is a criminal authority. Together, they ensured that the state contract for repairing roads worth 357 million rubles was received by the Paul -controlled company. It was established that 10 percent of the price of the contract - 35 million rubles - was stolen. The rest of the documents was mastered, but in reality the repair of roads was not carried out.

Searches in the case were held on the morning of April 2 at once at 45 addresses, including the administration of the region, as well as in Moscow. The corridors of the regional administration were blocked by machine gunners. The operation was prepared a secret for more than nine months.
