The Commissioner for the Rights of the Child Pavel Astakhov rejected the charges of plagiarism. On the air of "Vesti FM" he called "an absolutely unprofessional pseudo -medical investigation" the publication of journalist Sergei Parkhomenko on the results of studying Astakhov’s dissertation for borrowing. Parkhomenko came to the conclusion that the scientific work for which Astakhov received a doctoral degree in 2006 "is almost completely falsified."

According to Astakhov, the computer program used by Parkhomenko, developed by the Americans at one time, is not suitable for analyzing scientific works in Russian. Astakhov confirmed that he abundantly quoted his own candidate dissertation, but does not consider this a violation. As for other works, significant fragments of which textually coincide with the dissertation of Astakhov, they themselves were written off with his candidate, said the Ombudsman.

“I never hid it, and we stipulated that the doctoral will be a continuation of the candidate, and there are really a lot of borrowings from the first work,” said Astakhov. “As for quoting, everyone chooses who, how and how much to quote him.”

According to Astakhov, the main goal of Parkhomenko and his like -minded people is to prove that it is indecent for the state today, and those people who do this are not like that. "

Astakhov defended his doctoral dissertation at the Moscow University of the Ministry of Internal Affairs on the topic "Legal conflicts and modern forms of their resolution (theoretical and legal study)." As Parkhomenko established, the main part of this text is large, the volume of several pages, fragments of 13 works belonging to other authors. These fragments were copied by Astakhov literally or with minor changes and not issued as quotes. At the same time, Astakhov’s doctoral dissertation included 80 percent of the candidate text, including conclusions. The Children's Ombudsman received the candidate degree in 2002 for the work "Dynamics of resolution of legal conflicts (theoretical and legal study)." It also found a significant amount of plagiarism.
