"Total dictation" as a principle of power?

The story of replacing the text of the total dictation in the Ulyanovsk region, it seems to me, is not a curiosity, not stupidity, and not a trifle. On the contrary, this is a very significant thing. This is the principle of functioning of today's government in miniature!

What is total dictation? In short, it’s like this ( in full here ):

“The idea of ​​a voluntary dictation for everyone was born in the student club of the Faculty of Humanities of the Novosibirsk Faculty “Gloom Club” in the early 2000s. It was held annually for five years. And since 2009, the dictation from a tedious school procedure has turned into an exciting show “Total dictation." Famous people and showmen began to read it. Among those who wrote the dictation were even ministers, prominent scientists and businessmen. And famous writers began to prepare texts specifically for the dictation: in 2010 Boris Strugatsky, in 2011 Dmitry Bykov, in 2012 Zakhar Prilepin, and this year Dina Rubina. This year it was written in more than 150 cities in Russia and the world and several tens of thousands of people took part in it!

Total dictation received the National Silver Archer Award as the best Russian public project..."

That is, this is a PUBLIC PROJECT, which was invented by students. This is a private event, picked up by enthusiasts around the world (even in America and Germany they were writing it today!)... But the governor of the Ulyanovsk region, Morozov, decided to intervene in the public event and change it! Although it has nothing to do with either the authorities or the ministries! And why on earth do you ask? How does he explain this?

“The work of a writer who actively uses profanity in his works does not correspond to the concept of Total Dictation.”

He allows himself to interfere with the concept of a project to which he has nothing to do! Dozens of philologists and writers and thousands of people believe that Dina Rubina’s work is consistent with the concept, but Governor Morozov is against it! Like Baba Yaga in the famous cartoon.

But that's not all. In one interview, Morozov said:

“We decided that we will have our own regional dictation every year... We had this idea earlier than in Novosibirsk... And the region will take part in the “Total Dictation” event only if the text is from a worthy writer , poet..."

Do you feel the stupidly familiar tactics that have set your teeth on edge? We started the fight against corruption earlier than Navalny, and Navalny is simply the same corrupt official. We started fighting for fair elections earlier than the opposition - look, Putin ordered cameras to be installed everywhere. And we will check this whole public movement for fair elections with observers and non-profit organizations like “Voice”! They are agents of foreign influence...

According to many, for example, Dmitry Bykov, this initiative of the governor smacks of anti-Semitism and this is very shameful... But in my opinion, motives are not so important. If the governor is an anti-Semite or an ill-mannered fool, this is just an aggravating circumstance! The main thing is different.

Uncontrolled power, built into a single vertical, tends to crush everything. Put everything under your control. Be in charge of everything. And point it out to everyone... And it doesn’t matter whether this is explained by ideological motives, as was the case in the Soviet Union, or by motives of personal gain, as is often the case now.

The essence is the same - to put everything under control. Even if this is not necessary. Even if it completely contradicts logic and destroys the initiative and the whole business! This is the principle!

And this principle can destroy everything. At least if you don't resist him.

I really hope that the organizers will not leave this outrage unattended and will give a worthy answer to the governor. At the very least, it is necessary to cancel the dictation results in the Ulyanovsk region!
