Parliamentary crisis in Kyiv: "Dom-2"
The real, not calendar spring coincided in Kyiv with the next political exacerbation. On April 4, in the session hall of the Rada, it was what moderate observers called the “parliamentary crisis”, eloquent political journalists - the “coup”, and the actors themselves and the performers themselves were “put off”. However, the “putty” each of the parties qualifies the actions of the side of the nasty, and in the technical sense, the parliament has been split, and not metaphorical, but physical: the majority and opposition now sit in two different places.
The “separate” mode of operation turned out to be much more comfortable than the previous one - “Cathedral”. Oppositionists and the communists and regions who remain in the session hall and regions are successfully made by some “decisions”, and in the latter case we are talking about the majority (244 votes), and “Rada on the road” states that its “decisions” are legal. The opposition insists on the “legitimacy” of its place, threatens the “schismatics” with popular anger and “European complications”, finally performs the aria “return, I forgive everything”. “We are in the only legitimate room for the meetings of the Verkhovna Rada. We demand that the fisherman return here and lead a meeting. Some today were mistaken in the room and went to sit on a bank. But we forgive them, ”said the leader of the Fatherland Arseniy Yatsenyuk.
Actually, the law on the election in Kyiv was a nominal occasion to spring exacerbation: the opposition (the “stroke”, “Fatherland” and “freedom” faction) insisted on the nearest date - June 2. The opposition had a reason: the experience of all the latest elections in the capital of Ukraine shows that Kyiv, as a rule, votes the “spite of the conductor”, and the party of the authorities has little chance. The “regional” majority of vote for the Kyiv elections predictably refused, the opposition blocked the rostrum and went to the VAB, demanding to put the resignation of the Cabinet on the agenda and a new draft of pension reform. In response, the regionals behaved equally radically: they just left to sit ... to the next street. At the same time, leaving the session hall, the speaker Vladimir Rybak told reporters that in the near future “it could have received an offer to announce the member of the parliament, and perhaps there will be an offer to ask the president to dissolve the parliament!” In other words, in the future, instead of the Kyiv elections, early parliamentary loomed, but there are already complications and intricate turns: the political science community again spoke about the bicameral parliament, and the Communists said that the “schismatic” meetings are about the possibility of a referendum on the Constitution, which will legitimize the new system of elections (majority) and two chambers. So in front of us is almost rehearsal maneuvers of the coming “two -headed hydra”.
It is characteristic that the precedent was already in such a long history of Ukrainian parliamentarism of this kind, which professional observers did not fail to recall: the Ukrainian Rada was split in the winter of 2000, during the Kuchmagit, and at that time, it also was about a referendum. The then Kuchmagate, ultimately, albeit in the delayed mode, ended with the Maidan. Today, the opposition initiates the mass shares of "Get up, Ukraine." Actually, stocks began back in March, moving from west to east, have already passed in Ternopol and Chernivtsi - rather organized, but without serious resonance. In early April, opposition leaders intend to hold rallies in Kyiv and Zhitomir. Moreover, it is possible that with the onset of heat, Kyiv will still go outside - at least in order to defend its right to choose city power.
