New Russian castes

In life, we ourselves have created and continue to create many communities of people, united by common goals and characteristics: political, social, industrial, territorial, etc. And this is very good, since a team of like-minded people, solving important problems, gives each member the opportunity to reveal human potential, to benefit society and others. Everything would be fine, but at the same time we see many examples where these communities create privileges for themselves over ordinary people, turning into a caste. There is a caste of deputies for whom the Labor Code is not a decree, who have secured parliamentary immunity for themselves, set ministerial salaries for their loved ones and much more. There is a caste of officials who, in high offices, with their labor solve not the problems of the working people, but only their own well-being, their relatives and friends, friends and acquaintances.

Balashikha was not spared from this disease. The city administration, by its resolution, created another such caste. In the approved Regulations on the procedure for staffing municipal educational institutions of the Balashikha urban district, implementing the basic general educational program of preschool education, in addition to the adopted state benefits for extraordinary and priority enrollment, in addition they came up with their own municipal benefit, namely:

"4.3. Benefits for enrollment in educational institutions are enjoyed by:

- children of teachers and other employees of municipal educational institutions of the Balashikha urban district on the basis of a petition from the head of the educational institution to the head of the Education Department of the Administration of the Balashikha urban district;

- grandchildren of teachers and other employees of municipal educational institutions of the Balashikha urban district, provided that they are the main employees of educational institutions and have work experience in this institution for at least 5 years, based on a petition from the head of the educational institution to the head of the Education Department of the Administration of the Balashikha urban district ;

- children whose siblings are already attending this educational institution;

- twins (twins);

- children of veterans and participants in local wars and hostilities;

- children whose parents (legal representatives) are employees of socially significant organizations of the Balashikha urban district on the basis of a petition from the head of the organization to the Administration of the Balashikha urban district;

- grandchildren of employees of socially significant organizations of the Balashikha urban district who have worked for at least 15 years in these organizations, based on a petition from the head of the organization to the Administration of the Balashikha urban district;

- children of employees of state authorities, local government bodies at the request of the heads of these state authorities, local government bodies addressed to the Administration of the Balashikha urban district;

— children under guardianship, adopted children, foster children;

- children of widowed parents (legal representatives);

- children of convicted parents (legal representatives);

- children from families who find themselves in a difficult life situation (by decision of the Administration of the Balashikha Urban District), if necessary, at the request of the Commission on Juvenile Affairs and the protection of their rights of the Administration of the Balashikha Urban District" !

The administration of Balashikha, together with the Department of Education, with one stroke of the pen, created a preemptive right for officials (countless of all state authorities and all local governments) and their employees to place their children and even grandchildren in kindergarten. And this is at a time when Balashikha has become the leader in the region in terms of the number of waiting lists for kindergartens and when the intensity of discontent among young parents of small Balashikha residents is very high, to whom every year they are told: there are no places! By the way, none of those I interviewed were able to name what socially significant organizations are! But even for members of the new caste, they managed to introduce another bureaucratic threshold: “at the discretion of the head” of the institution and organization, on which the verdict “to execute or pardon” their employee will now depend, considering his request for a petition.

Those on the waiting list without benefits calmly gobbled it all up, continuing with tears in their eyes to knock on the thresholds of bureaucratic offices with requests and pleas for admission of their children to kindergartens and nurseries. In court, however, no one challenged this decision, and the prosecutor’s office, as always, remains silent, not noticing the violation of laws.

Comrades! Wake up! It's time to start fighting for your violated rights! The right to free preschool education is guaranteed to everyone from birth according to the Constitution of the Russian Federation! Anyone who is denied this right will win the lawsuit filed against the administration, and in the name of the Russian Federation, the court will oblige it to accept your child into kindergarten!
