At the beginning of February, an icon with a particle of the holy relics of St. Luke (Voino-Yasenetsky), Archbishop of Simferopol and Crimea, was brought to the Nativity of Christ Cathedral (Lipetsk). There were many people who wanted to bow down to the shrine, so I decided that I should go to the temple in the morning, before work. But I didn’t guess, at 7.00 the line began on the street... What a disgrace the representatives of the older generation created there is the topic of a separate article, but, standing in the stream of such “believers,” I had to somehow maintain inner peace, so I carefully examined the decoration of the temple . A stack of paper with printed text caught my eye. I took one of the sheets and read: “Appeal of Russian citizens against the juvenile system.” Address: "President of the Russian Federation V.V. Putin..."

WHAT IS "JUVENILE JUSTICE"?

Who hasn't heard about the dangers of the juvenile system? It seems there are none. But the specific question is: what is juvenile justice and why is it bad for Russia? - and the person is no longer so categorical in his judgments. Well, yes, “the Western model of justice applied to minors”, “protection of children and their rehabilitation”, “prevention of neglect”... What's wrong with that? After all, Russian managers of various ranks often go to learn from foreign experience (in road construction, landscaping, etc., etc.). Why not take Western experience into account when it comes to protecting children (I wouldn’t be revealing America if I said that many Russians believe that life there, “over the hill,” is very good)?

But let’s return to the text of the leaflets that I saw in the walls(!) of the temple.

“On June 1, 2012, the “National Strategy of Action in the Interests of Children for 2012-2017” was approved, which is aimed at the full-scale introduction of a Western-style juvenile system in Russia <...> Children will be able to file complaints about violations of their rights directly to the UN, bypassing national human rights authorities."

In addition, from the leaflets I learned that the introduction of juvenile justice (JJ) involves compulsory sex education in schools, “which actually corrupts children.”

Also, draft federal laws have been submitted to the State Duma, the appeal said, which will allow: “guardianship and trusteeship authorities, in violation of the Constitution of the Russian Federation, to come to any family with inspections, recognize it as socially dangerous at their own discretion (without specific criteria laws), and impose their views on the family for the upbringing, maintenance and development of children <...> In addition, the guardianship authorities are given the right to take a child away from the family at any time without a trial based solely on their own decision. As a result, parents will not be able to prohibit anything from their children and limit their behavior.”

Agree, such arguments can scare any parent: both future and present. Moreover, the memory of the unanimous adoption by the Federation Council of the “anti-Magnitsky” “Dima Yakovlev Law”, which prohibits US citizens from adopting Russian orphans , is still fresh. Then this decision caused a split in Russian society into 2 camps... What is the position of the authorities, and in particular President Vladimir Putin, regarding the introduction of juvenile justice?

PRESIDENT'S POSITION

On February 9 in Moscow, in the Hall of Columns of the House of Unions, at the First Congress of the Parents of Russia, opponents of the YuJ, the president of the country unexpectedly appeared (Transcript of Vladimir Putin’s speech was published on the Kremlin website. - A. Mardasov’s note).

“I considered it my duty to meet with you and explain my own position on these issues, the position of the country’s leadership,” he addressed delegates from 60 regions. — Moreover, I received a direct appeal, which was signed by 141 thousand citizens.

The President emphasized that a number of provisions of the bills on social patronage and on control over ensuring the rights of orphans are ambiguous in interpretation and contain obvious social risks.

“The Russians and almost all the peoples of Russia have had centuries-old traditions of a large family uniting several generations of relatives,” Vladimir Putin continued in his speech. — Caring for the elderly and caring for children always came first. It is these traditions that we need to revive. On the contrary, you should avoid blindly copying other people's experience.

According to the head of state, there are many examples when normal, loving and working parents are deprived of parental rights. Some cases of interference in family life are simply absurd and mocking.

“The ill-considered implementation of such mechanisms, in fact, a violation of the sovereignty of the family, can provoke distrust and discord between parents and children and even direct corruption, the parasitism of some unscrupulous officials on these problems. Of course, we must and will listen to your opinion,” Vladimir Vladimirovich assured.

POSITION OF OPPONENTS

So, the president did not remain indifferent to the appeals of thousands of Russians. And at the moment, the collection of signatures from Lipetsk residents against the introduction of YuYu has been stopped. As the cleric of the Nativity of Christ Cathedral of the Lipetsk and Yeletsk Diocese, Archpriest Alexy (Nosach), told me, in the Lipetsk region 10 and a half thousand people signed up against the introduction of “juvenile” in Russia.

— Why were signatures collected within the walls of the temple? Because our Orthodox Church categorically does not accept this technology in the form in which it exists in the West,” the clergyman explained. — In theory, the wording is good—protection of children’s rights. Supporters of juvenile justice say that similar experiences took place in both Tsarist and Soviet Russia... But in fact, this is a completely different system, which has the power to make any (!) parent guilty.

According to Father Alexy, in the West the concepts of “mother” and “father” have already been eliminated, and “parent number one” and “parent number two” have been introduced instead. Why? Because the ideas of homosexuality are strongly pushed there.

“Juvenile technologies make it possible to remove children from prosperous families and transfer them to homosexual couples or people who have failed in their family relationships,” explained a church representative. — We see how this happens in the West... And the Russians, who receive good money from there, are trying in every possible way to introduce a juvenile system in our country. A striking example is the activities of member of the Public Chamber Boris Altshuler.

And here is what Yuri Alekseev, an activist of the “Essence of Time” movement, chairman of the Lipetsk branch of the Parental All-Russian Resistance, who was present at the parents’ congress in Moscow, says:

— The family needs protection, but not by the methods of juvenile officials. It is understandable when alcoholic parents are deprived of their rights. In this case, it is easy to take their children away from them. But the actions of patronage are aimed at interfering in any family. A child comes to school with a bruise and has not gotten enough sleep. It doesn’t matter what the reasons were. The commission comes to the family and blackmail begins - either you agree to foster care, or we will take the child away from you through the court. Naturally, the parents agree and begin to live under the dictation of juvenile services.

Yuri Alekseev gave a specific example. In the Urals, my grandmother raised her grandchildren. Employees of the supervisory service, visiting a family on the anniversary of the death of a pensioner’s daughter, saw a bottle of vodka on the table. They ordered the old woman to “get coded” and bring the appropriate doctor’s certificate. The grandmother did not need to undergo treatment, but she received the necessary document. However, the guardianship authorities accused the old woman of being treated for alcoholism and took her grandchildren away from her. The children were handed over to a former employee of the orphanage. When relatives came to visit the guys, they were surprised by their new haircut - “zero.” However, the children whispered that they had lice.

“This story is indicative of the fact that the wording of juvenile laws does not imply supervision of newly made parents,” Alekseev explained.

POSITION OF JUYU SUPPORTERS

Who is he, human rights activist Boris Altshuler, about whom opponents of YU talk so much? We read: President of the regional public organization for promoting the protection of children's rights "Children's Right", member of the Public Chamber Commission on Social Issues and Demographic Policy , member of the Public Chamber Commission on the Development of Civil Society , member of the Public Chamber Commission on Public Control over the Activities and Reform of Law Enforcement Agencies and judicial and legal system , member of the Commission of the Public Chamber for the Development of Education , member of the Intercommission Working Group on Childhood Issues and Youth Policy , as well as a member of the editorial board of the almanac "Issues of Juvenile Justice". Impressive, isn't it?

Only recently, after Vladimir Putin’s speech at the first meeting of parent committees, Altshuler in an interview with a Finnish television channel said that the law on the introduction of juvenile justice in Russia is ready, but “because of the media and “Soviet propaganda, fanning scandals around the removal of children from Russian women, the adoption of the law is postponed." At the same time, he apologized and promised that "in the near future all obstacles to the adoption of the law will be removed."

To whom did Altshuler apologize? Really in front of the citizens of Finland?! Or is it in front of those whose orders he is fulfilling? And how did this human rights activist decide to “remove obstacles” if the majority of the Russian population and the president do not support the introduction of this law?! But you have to somehow account to the sponsors and make promises to them...

And we, Russian fathers and mothers, can only hope that the Russian government will find its own way of protecting the family, without Western “juvenile technologies”, which will make unhappy children happy, and happy children protected not only by their parents, but also by the state.
