The Ministry of Economic Development proposed to the Russian government in 2013 to additionally privatize stakes in five large companies, including Aeroflot, Sheremetyevo, Rostelecom, the United Grain Company (UZK) and Rosneft, the head of the department Andrei Belousov told reporters on Thursday.

“We need to speed up the process of large-scale privatization, for which we have submitted proposals,” the agency quotes Belousov as saying. The minister named five objects: Aeroflot, Sheremetyevo, Rostelecom, OZK and the Rosneft package. According to him, their privatization is possible as early as this year. “How many of them will turn out depends on the decisions of the president and the government, but we need to move forward,” Belousov emphasized.

He rejected the suggestion that proposals for additional privatization were caused by a failure in budget revenues. According to him, there is no failure in income, but there will be additional income.

Belousov said that President Putin must make a decision regarding Aeroflot and launch a public procedure. To do this, it is necessary to introduce draft decrees. “We will receive such an order now,” the minister expressed his opinion.

As for Sheremetyevo, Belousov noted, it is necessary to finally decide on the Moscow aviation hub, for which there are different options: either all three airports, or two. “We are working on all three. The third is Sheremetyevo-2,” said the head of the department.

In June 2012, the government approved a privatization plan, which provides for the complete withdrawal of the state from the capital of Sheremetyevo and Aeroflot by 2016. The country's Finance Minister Anton Siluanov proposed postponing the privatization of these assets to 2013. this year. Belousov himself said a few days ago that Aeroflot is ready for privatization in 2013, but Sheremetyevo is not ready.

Belousov said that the Minister of Communications Nikolai Nikiforov at a government meeting supported the proposal of the Ministry of Economic Development to privatize Rostelecom in 2013. Previously, Nikiforov called this period unlikely due to the unfinished reorganization of the company. Beldousov said that the package will be formed in September 2013, after completion of all procedures for the merger with Svyazinvest. It was previously assumed that Rostelecom could be privatized before 2017. The head of the Federal Property Management Agency Olga Dergunova on Wednesday expressed the opinion that up to 100% of Rostelecom could be privatized this year.
