The State Duma approved in the first reading the law on the ban on the mat on television and radio, films, books, as well as at mass events. According to RIA Novosti, 441 votes were filed for the adoption of the document with the necessary 226, two deputies refrained. Nobody opposed it.

The bill was prepared by the deputies of the uniforms, as well as members of the Federation Council. It was introduced to the Duma in December 2012. According to the document, amendments are introduced to the laws on the state language and on state support of cinematography, as well as a number of other regulatory acts.

In particular, a special article will be included in the Code of Administrative Offenses. Violation of the ban on the use of the mat will be punishable by fines from 2 thousand to 2.5 thousand rubles for citizens, from 4 thousand to 5 thousand for officials and from 40 thousand to 50 thousand for legal entities.

Films with obscene abuse according to the law adopted will not be able to get a rental certificate.

By the second reading, the project is supposed to be finalized taking into account the comments of the Duma Committee on Culture. In particular, the Committee proposed to clarify the issue of the prohibition of Mata in the works of fiction, insisting on the possibilities of its use to implement an artistic plan.

On Monday, President Putin signed a law introducing fines for the use of obscene vocabulary in the media. Article 13.21 of the Code of Administrative Offenses (violation of the procedure for the manufacture or distribution of products of the media) is supplemented by part 3 with a new composition of the offense. The punishment for the manufacture or distribution of the media products containing a match is provided for in the form of a fine with confiscation of the subject of the offense. What exactly will be confiscated is not specified in the law.

In addition, part one of Article 4 of the Media Law is supplemented by a paragraph on obsceneity. In February, one of the authors of the bill Vice-Speaker of the State Duma Unitedos Sergey Zheleznyak proposed such an amendment to the second reading. "If the media will persistently violate the law, then in addition to the fine, it can achieve a warning, and after a second warning - and closing, which would not want to," he said. Dmitry Vyatkin, a representative of the State Duma in the Constitutional Court, emphasized when considering the bill that the bill also applies to the Internet media.
