On Friday, April 12, the State Duma deputies adopted in the first reading a set of amendments to the laws “On the State Language” and “On state support for cinematography”, to the Code of Administrative Offenses of Russia and other legislative acts.

They accepted, as usual, unanimously (two abstained). The State Duma wants to prohibit the use of obsceneity in television and radio, films, books and on mass spectacular events under the threat of a fine of up to 50 thousand rubles.

In the case of use in the film, an obscene battle, the bill establishes a ban on issuing a picture of a rental certificate.

An article will appear in the Code of Administrative Offenses, according to which obscene abuse can lead to a fine of 2 thousand to 2.5 thousand rubles for citizens, from 4 thousand to 5 thousand for officials and from 40 thousand to 50 thousand rubles for legal entities.

However, the deputies who spoke on the topic reported that they were going to finalize the bill for the second reading. It is necessary to indicate which bodies and officials will be able to draw up protocols and consider cases of violation of the ban on mat. According to the members of the Committee on Culture, a separate consideration requires the prohibition of obscene expressions in fiction and their possible use for the implementation of an artistic plan.

At the beginning of the week, the President signed the law on fines of up to 200 thousand rubles for the manufacture or distribution of products in the media containing mat, the first version of the law on insulting believers was approved , and in addition, the deputies decided to oblige all foreigners who are going to work in Russia, to pass the exam not only in Russian, but also on the history of the largest state in the world and on the basics of the legislation of the Russian Federation.
