Indissa Ryabinin, a partner of Ryabinin, Zinoviev and Peasant Law Firm, which defended the interests of three citizens “offended” by punk Pussy Riot, filed a notification to the Novosibirsk city hall about the Pervomay Monstance. Thus, if Loskutov in the next three days does not make concessions to officials, the city hall may agree on the application of Ryabinina.

The head of the Department of Information Policy of the Novosibirsk City Hall, Sergei Neshumov, accused Loskutov of irresponsibility and escalating the situation. “Constructive proposals are not put forward,” he summed up the results of negotiations with the artist. Neshumov also said that Loskutov publishes “offensive videos” on the Web and thereby provokes officials to refuse.

Neshumov added that she represents youth patriotic and Orthodox organizations, "which also want to take part in monstance." At the same time, Ryabinin in the notification positions her event as a socio-political one, while Loskutov always emphasized the non-political nature of the action.

Nevertheless, Neshumov found it difficult to definitely answer whether the failure of negotiations with Loskutov would lead to automatic coordination of the application Ryabinina. He only limited himself to the remark that in this case there would be no reasons for refusal.

Loskutov himself noticed that the mayor's office is fanning the "scandal from scratch", and did not rule out the city hall involvement in the initiative Ryabinina.

Officials invited Loskutov to adjust the route of the procession taking into account the order on the relay. In the fall of 2012, the company "Ryabinin, Zinoviev and Peasants" represented the interests of Novosibirstsev Ivan Kvasnitsky and Irina Ruzankina, as well as a resident of Berdsk, Yuri Zadoi in the Kuntsevsky District Court of Moscow. They demanded to recover from each of the convicted Pussy Riot participants 10 thousand rubles of compensation for moral damage for punk-graben in the Cathedral of Christ the Savior. The court did not satisfy these requirements. Then the company on behalf of the plaintiffs appealed with appeals to the Moscow City Court. The complaint of Ruzankina in February 2013 has already been considered and rejected.

In March 2013, the regional branch of the "People’s Cathedral" and the Union of Orthodox teachers of the Novosibirsk Region nominated Ryabinin to the post of regional Ombudsman. One of its competitors is the head of the Novosibirsk branch of the National Democratic Party, the author of the book "Primorsky partisans" Rostislav Antonov.
