The HRC proposed repealing the law on NGOs

The head of the Presidential Human Rights Council, Mikhail Fedotov, proposed repealing the law on foreign agents, which was adopted in December 2012.

Fedotov believes that the Civil Code already spells out everything about the activities of public and human rights organizations. For example, the Civil Code has an article about agency agreements and foreign customers, so the law on non-profit organizations can be repealed.

Fedotov sent a letter with a proposal to repeal the law on NGOs to the head of the Presidential Council for the Codification and Improvement of Civil Legislation, Veniamin Yakovlev, the Kommersant newspaper reported on Monday, April 22.

The NPO Law, which came into force in December 2012, required non-profit organizations that receive money from abroad to register as “foreign agents.” This law caused a wave of discontent; the NGOs themselves were going to fight the new law with sabotage and court . In March, the Ministry of Justice, the tax inspectorate and the prosecutor's office went to check all NPOs . President Vladimir Putin asked to “avoid distortions” during such checks.
