For bullying a detainee, the police received three years in prison

In Voronezh, two police officers were sentenced to three years each for bullying a detainee, the press service of the regional prosecutor’s office reports .

In March 2012, in Voronezh, criminal investigation officers, 26-year-old Vitaly Moiseev and 25-year-old Andrei Trineev, while on duty, arrived at the home of a security guard at a construction site where robbery and rape had been committed, and brought the man to the police department to find out circumstances of the crime committed.

There, in order to obtain a confession, Moiseev and Trineev beat the detainee, after which they handcuffed him and continued to abuse him: they put a plastic bag over his head, blocking the air supply, and cut the detainee’s back and arms with a razor blade.

The Sovetsky District Court of Voronezh found the former police officers guilty under Part 3 of Article 286 of the Criminal Code of the Russian Federation (“Exceeding official powers, with the use of violence and special means”) and sentenced them to three years in a general regime colony for each, with deprivation of the right to hold positions in system of internal affairs bodies for two years.

Also in March 2012, an incident occurred in Kazan that received wide public attention. Employees of the Dalniy police department beat and raped 52-year-old Sergei Nazarov, who they detained, with a champagne bottle. He was hospitalized with injuries and died in hospital. The incident received wide publicity. In September, two former district police officers of the Dalniy OP, Ilshat Garifullin and Ramil Nigmatzyanov, were found guilty of abuse of power and sentenced to 2.5 and 2 years in a penal colony, respectively .
