The head of the Ministry of Internal Affairs Vladimir Kolokoltsev again turned to the topic of the "image" of the police. On April 28, in the Sunday Evening program, the Minister of the Interior during the Elive Discussion with Vladimir Solovyov once again urged more about the “positive aspects of activity” of the internal affairs bodies.
The conversation, of course, began with the theme of the Belgorod killer. When asked why the complaints of Sergei Pomazun’s parents about his aggressive behavior were left without the attention of the authorities, the minister answered evasively. In his opinion, to somehow influence the behavior of the young man, whom the school “missed” and spoiled the street, was no longer possible.
But during the program, the interlocutors thoroughly discussed the topic of “changes” in law enforcement agencies, which, according to the leading television program, began after Vladimir Kolokoltsev occupied the Minister’s chair. The head of Vladimir Solovyov, the head of the Ministry of Internal Affairs listened with obvious pleasure and modestly replied that he was taking his words as an “advance” confidence. Nevertheless, he noticed that it is still necessary to tell society about the success of the police.

“I think we need to talk not only about the negative aspects of the activity of our team, but also about the positive ones. Every citizen must understand that in our ranks the same fellow citizens serve, with the same heart, with the same internal state of mind as the rest of our population. Therefore, when our employees are reproached with the fact that they are somewhere outside of society, I think this is wrong. We are the same as everyone else, we perceive all events in our life in the same way, ”said Kolokoltsev.
The conversation ended with the question of the prospects for the development of the department. Soloviev emphasized that now in Russia there is an “old” and “new” police. The minister, in turn, promised to “continue the reform” of the Ministry of Internal Affairs and spoke about its main goal - “changing the image of employees”. “Reforming continues and will continue, because we really set ourselves the task of radical change in the image of our employees. This is a task of more than one day. I can’t even say if we can radically change the image of our employees this year or next year. But the fact that we set such tasks for ourselves is really so, ”concluded the head of the Ministry of the Interior.

The order obliges the department’s employees to confront the “threats of information support” of the police and identify “materials on the media and the Internet” “containing information of a critical, diplomatic or problematic nature”. The order also established formulas for calculating the minimum statistical indicators of the “presence” of the Ministry in the media space. The leadership of the department calls the ultimate goal of this activity “the formation of the image of the police department and military personnel of the internal troops of the Ministry of Internal Affairs of Russia, as professional defenders of rights and freedoms.”
Such concentration of the leaders of the Ministry of the Interior on the issues of the “image” impresses that the main problem of the police is not its work at all, but only the incorrect public perception of the “image of employees”. To describe these funds, multi -page instructions are not required. All of them are set out in the short text of the “ oath of an employee of the internal affairs bodies”:
“I swear to respect and defend the rights and freedoms of a person and a citizen, to sacredly observe the Constitution of the Russian Federation and federal laws. To be courageous, honest and vigilant, do not spare your strength in the fight against crime. It is worthily to fulfill my official duty and the responsibilities assigned to me to ensure security, legality and law and order, to keep state and official secret. I serve Russia, I serve the law! "
Society does not have to see superman every day in uniform, ready to fight crime at the cost of their own life. In order to earn the coveted “positive image”, the policeman is enough to “serve the law”, “observe the Constitution”, not to torture suspects and not to throw drugs by random detainees to fulfill the “opening” plan. The sooner the head of the Ministry of Internal Affairs begins the struggle for the reputation of the department with these “means”, the earlier the purpose of the reform indicated by him will be achieved - “a radical change in the image of the police”.
