They introduced a bill under the name "On the Family Manor" to the State Duma. It is proposed to be allocated to citizens for them at least a hectare of land. In this territory, people will be able to conduct agriculture, build a house (no more than three floors) and inherit all this.
The initiatives of deputies from the LDPR are rarely held, we must think that now the bill will be rejected. Surely the deputies will look in the appearance that there will be problems with the actual land implementation, the authorities that are called upon to regulate it and so on. Anyway - it is not worth it to scatter the earth, even though it in Russia is a lot.
But it cannot be said that the authorities did not previously undertake such initiatives. Even in the message to the Federal Assembly at the end of 2010, Dmitry Medvedev made the initiative to issue land plots free of charge to large families. True, it was not about everyone, and the plots were supposed to be much more modest in size, but the principle is the same. Many children have been issued to the land since 2011, it has not been dispensed with scandals (in some places in the regions there was simply not enough suitable land allocated for this), but in general it is realized. It must be thought that if you try very hard, then it will be possible to allocate to everyone according to the hectare. The only question is where, but this can be solved if desired.
Another thing is the symbolic part of the question. The requirement of "land and will" is far from the most modern. And the desire of any representatives of the authorities to satisfy the requirement of the Earth clearly hints that the Earth is a rather insignificant resource for power compared to the "will".
The second nuance: there is an assumption that the Earth for citizens has some value. And the desire to return to a certain pastoral dream is strong both among the state and citizens. It’s clear about the state-he would probably really liked it if the citizens would sit quietly in their land plots quietly (it doesn’t matter what they are called, even with estates, even with estates), and would not download rights, and besides, at all kinds of rallies.

In the terminology of Alexander Auzan, it was a form of a collective agreement: “Freedom in exchange for land”. If it was rented then - why not the state not try and now to crank the same feint?

With citizens, everything is more complicated. Of course, the value of “build a house, grow a son, plant a tree”, still occupies strong positions in the mass consciousness. And the earth in this semantic series is some kind of value. In addition, native open spaces, birch trees, 6 acres, songs of the Lube group are practically cultural code. The only question is - but how many percent of Russians are able to process this very hectare of land? And do the mass of citizens need some suburban real estate (if they don’t have it yet), and additional land to the rural residents? The bill is obviously populist, but whether this populism has a mass audience is not clear to the end.
Probably, citizens would not abandon the freebies, offer them the state indeed the state. But money, one must think, would take more willingly. Money can be used for life, housing, household appliances, a car or luxury items. The land, especially without the right to sell and God knows where, is more difficult to use in a multi -purpose way. True, the state already has a problem with money. The crisis does not think to end and Vladimir Putin already sounds alarming notes, they say, not everything is so safe. And no matter how in the near future the call to tighten the belts sounded. Therefore, probably, the state will have to combine some other reserves before the next elections in order to appease citizens. Let's see, maybe the earth will really be put into business.
