On May 20, the acting of the President of the Republic of Dagestan Ramazan Abdulatipov signed a decree on the appointment of Dalgatov Arthur Gereyevich (1st Deputy Minister of Education and Science of the Republic of Dagestan) to the position of acting Minister of Education and Science of the Republic of Dagestan.

The appointment of A. Dalgatov was possible after May 16 immediately after leaving the two -month vacation was submitted by the now former Minister of Education, a person from the team of Magomedsalam Magomedov Magomedfazil Azizov . The reasons for the departure of Azizov are unknown. But sources from his environment speak of the exceptionally voluntary nature of the resignation. I must say that on the Abdulatipov R. was a large pressure from the lobbyists of other candidates for the post of minister. The fact that the decree on the appointment of Dalgatov was published only on the evening of May 21 is evidenced of the pressure.

According to the biographical certificate, A. Dalgatov graduated from a school with a gold medal, with honors - the Faculty of History of the DGPU, in 2003. - International Independent Ecological and Political University (Moscow) with a degree in jurisprudence.

Since 2008 - Head of the Department of Russian History of DSU. The author of more than 80 scientific works. Doctor of Historical Sciences. Honored Scientist of the Republic of Dagestan. Dalgatov’s belonging to any clans or political groups in Dagestan is not known. He became the fourth representative of the Kumyk people (M. Nasrutdinov, G.Drisov, U. Dzhyiev) as part of the Dagestan government, thereby the Kumyks were quoted in quantitatively Lezgin (A. Karibov, R. Jafarov, S. Iisakov, Z. Kirimanov).

During the formation of the Government of the Republic of Dagestan in February 2013, “Chernovik” was already mentioned by Arthur Dalgatov, among other candidates, as one of the possible ministers of education and science of the Republic of Dagestan. A. Dalgatov was born in a family of hereditary teachers. Father - Heria Dalgatov to this day teaches at the DGPU. Until recently, his brother, doctor of geographical sciences, Ibrahimkhalil Dalgatov , was in charge of the department at the same university. By the way, the grandmother of the paternal minister Russian - Tamara (Zaynab) Dalgatova , wife of grandfather A. Dalgatov (also teachers) Ibrahimkhalil Dalgatov , who died in 1944 during the liberation of the Belarusian Polesie. Remaining a widow with three children, Tamara Fedorovna taught Russian and literature in the Halimbecaul secondary school until his death in 1988. By the way, she is the heroine of the story “Our Tamara” from the book of the People’s Teacher Dagestan Bulach Gadzhiev “The Road to the Gunib”.

The “draft” managed to contact the new acting Minister of Education of the Republic of Dagestan, who briefly spoke about his immediate plans:

- The first task for me at a new post is a successful holding in the Republic of the Unified State Exam. Compared to the previous year, federal supervisory authorities in the field of education, with which we have very close relations, have no special claims to Dagestan on the issues of passing the exam. Previous violations of data entering the federal information system and other flaws are eliminated. More than 300 public observers have already been prepared (in 2012 there were 200 - approx. “Cheka”). Places of passing the exam are equipped with metal detectors.

-What is the fate of the rzi?

- RCOI works at the Institute for Advanced Studies of Teachers. A new experienced, principled leader Arsen Bakmaev was appointed there.

- Is it true that many students of the Makhachkala schools went to areas for passing the exam?

- Yes, in fact, there is information about almost one and a half thousand students who changed the residence permit. There are 11th grades that were closed due to traveling to the areas of all students. We track this migration. They leave Makhachkala most of all, but there are also from other cities of the republic. Of course, such a “unexpected” migration of students raises many questions. I have already warned the heads of the regional departments of education on their personal responsibility for the results of the EGE "immigrants". Law enforcement agencies will be connected to this work, the FSB management in the republic will greatly help us. The Ministry of Education of the Republic of Dagestan will be sent to these areas the most fundamental authorized, public observers, who will very rigidly control the passage of the exam. At the same time, we must do everything so that the passage of the exam does not affect the psychological well -being of children.
