In the story of the former Federal Defense Minister of Germany, Tsu Guttenberg (the very one from which in his German state the systematic capture of plagiarism in the dissertations of officials began) there is a curious detail. With the Bundestag, there is a special service - Wissenschaftlichen Dienst (Scientific Service). This service was organized in order to prepare abstracts, reports, reviews on a wide variety of issues by order of government and parliamentarians. In particular, in 2005, for Mr. Tsu Guttenberg (then he was not yet the minister), the report “Die Rolle Der USA Im European Enigungsprozesses Zum Ende des Ost-Konflikts” was prepared in the bowels of this service, about two dozens of pages from which the Central Administration Guttenberg almost inserted his word in his own dissertation without any quotation marks. Yes, for something, the minister needed this report in 2005, and so that good did not disappear, a couple of years later he added the text of this report to his scientific work. Here, his red disserticators in the picture on the left noted his red color. Superior, whole, solid. He added to him from half a dozen of similar texts from internal document management, circulating in the bowels of the German parliament and Wu A La - a ready -made scientific product, the result of perennial research and reflection.

I must say. That for private needs, such as obtaining the degree of Doctor of Sciences, the use of official documents in Germany is strictly prohibited. This is especially true for high -ranking politicians, like Tsu Guttenberg. Someone said well: people now, as before, are shaken from under the counter, they just did not notice that the counter suddenly becomes transparent.

Do we have our own Guttenbergs? Yes, our politicians are also not embarrassed to compile the “independent” scientific work from documents created in the bowels of various committees, from public reports of commissions prepared by a large author’s team of officials who did this with the money of taxpayers not at all with a contribution to someone's dissertation work. For example, someone Mr. O.I. Kovalev borrowed the text of the regulations written for the State Duma, and at the same time “comments” to this regulations , not fragmented with quotes, but in the Tenbergovsky, i.e. multi-page. His colleague E.L. Nikolaev took the report of the State Duma Commission on Social Affairs and Demographical Policy . Whole fifty pages in one row. Well, why are we worse than the Guttenbergs of all kinds? In fairness, I must say that both of our deputies, along with their other colleagues, participated in the creation of the mentioned documents.

And, nevertheless, there is a significant difference between the Germans and us. This is a difference between Western and Asian cultures. Asians noticeably less care from the authenticity of something than Europeans. This is sewn up somewhere at the subconscious level. Traveling in Southeast Asia you meet many fake old coins. At the same time, the locals themselves sincerely believe that if they cannot be distinguished from the real ones, then they are the real coins that were in use hundreds of years ago. It is not surprising that some scientific advisers use entire chapters from their graduate students in their doctorals. After all, they, by and large, had a hand for these works, by and large.

The consequences of detecting borrowings in Germany and in our country are diametrically opposite. Recently, in an interview with one of the officials of the Ministry of Education and Science, the ministry was not going to punish the ministry, since its presence is difficult to prove. Well, yes, what is the speech about. With Asian mentality, it cannot be proved not only, but even it is almost impossible to discern. Therefore, the disserter does not seek to convict someone in unscrupulousness (this concept is different not only in different cultures, but also in different social layers), but simply with a step by step is erasing a pure clip of centuries-old dust from a glass counter, so that it eventually becomes absolutely transparent.
