The decision was finally made after it turned out that one of the Kazakh students who tried to hide evidence from the investigation in the Dzhokhar Tsarnaev case had problems with a visa.

The Department of Homeland Security has directed all U.S. Customs officials to check a student's status upon entry to determine whether he or she is still a student at the university or no longer. Thus, it turned out that 19-year-old Kazakh citizen Azamat Tazhayakov, a friend of Dzhokhar Tsarnaev, was able to enter the United States on a student visa, despite the fact that he had already been expelled from the educational institution. In addition, Tazhayakov’s student visa had already expired by the time he flew from Boston to New York on January 20 (he was expelled from the University of Massachusetts-Darmouth on January 4, writes the BBC).

In connection with the incident, a massive review of all foreign students in the United States and their visa status will begin. According to the new procedure, the student's visa will be checked before his arrival in the United States, according to the documents he provided in advance to the airline. If the information turns out to be insufficient, department employees will be required to check it additionally in all possible ways.

In addition, each international student will be interviewed separately upon arrival in the United States, in turn, by two Customs officers. The measure was not taken by chance: as it became known, Tazhayakov spoke with only one officer when he arrived in the United States.
