The HRC asks the State Duma to support the amnesty law to the defendants of the "Swamp business"

The Presidential Council for Human Rights applied to the State Duma with a request to support the bill on the amnesty of the defendants of the "Swamp case", prepared by the Deputies of the Communist Party Boris Kashin and Anatoly Loktom. The document was signed by 35 members of the HRC, including Alexander Verkhovsky, Elizabeth Glinka, Pavel Gusev, Sergey Karaganov, Elena Masyuk, Leonid Parfenov, Nikolai Svanidze, Irina Khakamada, Pavel Chikov, Maxim Shevchenko, Lilia Shibanova, Igor Yurgens.

"The version of the prosecution of pre -thought -out and organized" riots "does not look convincing in the eyes of that part of the society, which was presented on Bolotnaya Square on May 6, 2012," the document says. According to the signatures, "this part of the society, which is far from small," is sure that the individual clashes of the demonstrators with the police were provoked by the actions of the security forces.

According to the authors of the appeal, the transfer of the “swamp case” to the court will exacerbate the confrontation of power and the “peaceful civil opposition”. “This is fraught, in addition to the radicalization of protests, a further decrease in society’s confidence in the court, whose accusatory sentence looks predetermined, and, as a result, to the entire system of state power,” the members of the HRC warned.

The signatures added that they would turn to President Vladimir Putin with a request to "politically support" the idea of ​​an amnesty.

The bill prepared by Kashin and the elbow became known on April 29. According to the authors of the document, its adoption may be dedicated to the 20th anniversary of the State Duma.

Today in the "Swamp business" 28 defendants. The last was the Anti -Fascist Aleksey Gaskarov, who was detained on April 28 and arrested the next day. 16 accused are in jail, two - under house arrest.

On April 26, a criminal case allocated for separate proceedings against 12 accused in riots in Bolotnaya was transferred to the Prosecutor General. After approving the indictment, the case will be sent to the court.

Vladimir Akimenkov, Nikolai Caucasian and Leonid Kovyazin are accused of participating in the riots (part 2 of Article 212 of the Criminal Code). Andrei Barabanov, Stepan Zimin, Denis Lutskievich, Yaroslav Belousov, Artem Savelov, Sergey Krivov, Alexander Dukhanin and Alexei Polikhovich are also accused of applying violence to a representative of the authorities (part 1 of Article 318). Maria Baronova was charged under part 3 of Article 212 (calls for active non -notification to the legal requirements of representatives of the authorities and for riots).

Earlier, the affairs of Maxim Luzyanin, who fully pleaded guilt, was allocated to separate production and received 4.5 years in prison, and Mikhail Kosenko, who threatens forced treatment in a psychiatric hospital. In addition, the former member of the Russian socialist movement Konstantin Lebedev went on a deal with the investigation. On April 25, he was sentenced to 2.5 years in a colony-settlement.
