Evgeniy Bushmin graduated from the Faculty of Economics of Gorky State University in 1980 with a degree in engineer-economist. In 1991, he became president of the Nizhny Novgorod stock exchange, in 1993 - chairman of the board of trustees of the check investment fund "Nizhny Novgorod Fair" and chairman of the Confederation of Entrepreneurs of the Nizhny Novgorod Region. In 1992-1993, he was an adviser to the governor of the Nizhny Novgorod region, Boris Nemtsov.

In 1993, he was nominated as a candidate for the State Duma in the Sergach district N122 of the Nizhny Novgorod region by a group of voters and was elected with the support of Nemtsov. He was a member of the gubernatorial bloc of candidates “We Are Together”, and was also included in the list of support for the bloc “Choice of Russia”. In the Duma of the first convocation he became deputy chairman of the deputy group "Liberal Democratic Union of December 12".

In the spring of 1995, together with the general director of the “Fund for Support of Democratic Changes” Oleg Petrov and deputies Alexei Alexandrov and Otari Arshba, he organized the “Stable Russia” movement, created with the organizational and financial support of Korzhakov. In August 1995, he was nominated from the electoral association “Our Home is Russia” (NDR) as a candidate for State Duma deputy in the Sergach electoral district No. 122, but registered as an independent candidate from a group of voters. Lost the elections.

On November 20, 2001, the newly elected (with the support of the Communist Party of the Russian Federation) Governor of the Nizhny Novgorod Region Gennady Khodyrev delegated Bushmin to the Federation Council, and therefore Bushmin was relieved of his post as Deputy Minister of Finance.

On January 30, 2002, he was elected chairman of the Federation Council Budget Committee. In June 2004, he ran from the Federation Council for the post of auditor of the Accounts Chamber, but was not elected.

In September 2005, Bushmin accepted the offer of Rostov Governor Vladimir Chub to become a member of the Federation Council from Rostov-on-Don. After Vasily Golubev was appointed as the new governor of the Rostov region in 2010, Bushmin remained a senator and chairman of the budget committee of the upper house.
