After the sudden resignation of Vladislav Surkov from the post of Deputy Prime Minister and the head of the government apparatus, the former official continues to remain silent about the reasons for his departure, leaving them to guess about them to reporters. Those formulated a total of four versions of the resignation of a person who was not so long ago considered one of the most influential Russian politicians.
Vladislav Surkov was dismissed of his own free will, the president’s decree said, published and entered into force the day before. The voluntary of the resignation was carefully emphasized by the press secretary of Vladimir Putin Dmitry Peskov, the sources of various publications, familiar with the situation, are also talking about this. Peskov also voiced the first and official version of the departure of Vladislav Surkov - he resigned due to the situation with the implementation of the presidential decrees.
At the same time, as Surkov himself said and the prime minister’s spokeswoman confirmed, he wrote a resignation of a resignation on April 26, that is, before the meeting held on Tuesday with Vladimir Putin, where the head of state criticized the government for the insufficiently clear fulfillment of his pre-election promises, enshrined in 11 Decrees of May 7, 2012. At the mentioned meeting, Surkov noted that from the point of view of formal discipline, the government works flawlessly. “Good, thank you,” Putin reacted to this.
Dmitry Peskov, who initially reported that the statement of departure was received from Surkov the next day after this conversation, then recovered, and admitted that it could be written before. Nevertheless, the resignation of the Deputy Prime Minister is connected precisely with the pace of execution of the presidential decrees, the representative of Vladimir Putin emphasized - Surkov in the government oversee the indicated topic.
"Surkov like Jesus Christ"
The second version - Surkova forced to resign the situation around Skolkovo - the project, which he began to implement back in 2010, being the head of the presidential administration, and continued to oversee the government, the "Vedomosti" indicate. At the beginning of the year, the Accounts Chamber prepared a report on violations in the work of the Skolkovo Foundation, in mid-April, the Investigative Committee opened a criminal case against the senior vice president of the Aleksey Beltyukov Foundation under the article "Wall of Pole-Large Sales."
Because of this, as you know, an absentee dispute between the Surkov and the Investigative Committee of Russia recently broke out. On May 1, Surkov, speaking at the London School of Economics and Political Sciences, criticized the TFR for excessive "energy" in statements about the theft in Skolkovo. On May 7, the representative of the Investigative Committee Vladimir Markin answered him through Izvestia, harshly criticizing the leadership of the fund and the London speech of Surkov, as well as hinting at his possible resignation. At the same time, the presidential press secretary Peskov on the eve categorically refuted the connection between the dispute of Surkov with the investigators, the Skolkovo project and the resignation of Deputy Prime Minister.
True, Surkov could have left to head Skolkovo and bring the project to mind, two officials of the federal departments and an employee of the government apparatus suggested in a conversation with Vedomosti. If Surkov heads Skolkovo, then this will become a serious impulse for the project, the interlocutor of the newspaper said: "Now the project is sluggish."
Surkov, as Jesus Christ, took all sins for decrees and “Skolkovo” and quit and quit, anonymously joked in a conversation with the “Vedomosti” employee of the government apparatus.
The attack of Ivanov-Volodin and the connection with the opposition
Another version is voiced by the Russian Forbes . The resignation of Vladislav Surkov was the result of a long attack, which can be opponents of Prime Minister Dmitry Medvedev from the presidential administration - Sergey Ivanov and Vyacheslav Volodin, an official from the government apparatus shared with the magazine. This is only one of the episodes in an ongoing confrontation, and the resignation was prepared for a long and thoroughly, he believes.
The culmination of this confrontation was Skolkovo, another interlocutor of Forbes is sure. An unnamed government representative claims that Surkov personally authorized the transfer to deputy Ilya Ponomarev 750 thousand dollars as a fee for a lecture, which the TFR now calls a waste. According to this version, the reason for the resignation was the financing of one of the leaders of the "swamp movement". Ponomarev himself, however, said that he knew nothing about it.
Vladislav Surkov, according to Forbes sources, was not the main target for members of the presidential administration. The blow goes along the Prime Minister Dmitry Medvedev, they believe. Some political scientists also agree with this point of view - for example, Mikhail Vinogradov. “The further fate of the government can only be discussed after we find out the future fate of Surkov and the name of the one who leads the government apparatus,” Kommersant quotes the expert.
"He made a program speech and dumped"
The fourth version is the simplest. It is possible that Vladislav Surkov was simply tired of working in the White House, several interlocutors of Vedomosti in the government apparatus suggested at once. The work in the government is purely bureaucratic, and she was not suitable for Surkov, one of the sources explained: "It was clear on him that the bureaucrat's work burden him, the presidential administration has more opportunity for creativity."
Surkov could not get comfortable in the government after working in the presidential administration, confirmed to Kommersant and political scientist Yevgeny Mingchenko: "Mentally, he is still the deputy head of the presidential administration, and the time of Dmitry Medvedev." In addition, Minchenko notes, Vladimir Putin actually moved to the manual management of ministers, and the Deputy Prime Minister actually turned into a fiction.
However, the matter can be not only in bureaucratic work. “The reason is that the pressure on the government is very large,” a person who communicated with Surkov told Vedomosti after the resignation. “And some people could not stand it. He didn’t stand it and dumped it. You can’t say otherwise.”
