
The State Duma Committee on Family, Women and Children wants to prohibit the transfer of Russian orphans to French same -sex couples. This was announced to Interfax by the head of the committee Elena Mizulina. On Saturday, the law on same -sex marriagesentered into force in France.
"Next week, we will consult with the Ministry of Foreign Affairs and the Ministry of Education and Science regarding possible actions from the Russian side in connection with the signing by the President of France by the law legalizing same -sex marriages," Mizulina said. According to her, Russia may raise the question of denouncing an agreement with France on adoption. The deputy recalled that France "has not yet ratified this document."
“However, it is possible that the child may be taken by a Frenchman who is not married, and then it may turn out that he plans to create a same -sex family,” Mizulina said. She stated that in the State Duma they are ready to "decide the issue of protecting Russian children at the level of national legislation."
According to Mizulina, the committee considers several exits from the current situation. It is possible to make changes to Russian family legislation, in particular, to provide a ban on the transfer of Russian orphans to countries where same -sex marriages are legalized. In addition, one can prohibit the adoption of Russian orphans to those citizens of such countries that are not married. Mizulin herself is a supporter of the third version, that is, tightening the possibility of adoption even for ordinary families.
“We plan on Monday -Tuesday to make amendments to the State Duma, which will contain either a complete ban on the adoption of children with such families or a change in the agreement with France,” said Elena Afanasyeva, deputy chairman of the State Duma Committee on Labor and Social Policy.
She noted that Russia "provides for another form of a family device", so parliamentarians consider such amendments necessary. "For the Russian mentality, there is an understanding of the family. Family is a mother, dad, grandparents. This is not a parent number one and parent number two. Why should we change the mentality of our child for the interests of the citizens of another country?!" - said Afanasyeva.
France is in fourth place in the number of adopted Russian orphans. According to the deputy chairman of the relevant Duma committee of Olga Batalina, in 2009 278 children from Russia were adopted in France, in 2010 - 304, in 2011 - 283.
On Saturday, French President Francois Hollande signed the law on same -sex marriages. The first article of the law states that "marriage is concluded between two people of different or one sex." France, thus, became the 14th country of the world, which legitimized same-sex marriages.
On Friday, the Constitutional Council of France rejected the lawsuit filed by opponents of the law. The legalization of same -sex marriages was recognized as the relevant constitution of the country. The new law allows, among other things, the same -sex couples adopt children. In his resolution, the Constitutional Council emphasized that such a right is recognized for them in principle, but is not guaranteed. Each case should be considered individually, based on the interests of the child.
Russia will not allow to adopt its orphans to homosexual families, Pavel Astakhov, Commissioner for the President of the Rights of Child, said. He made this statement in February in connection with the adoption by the lower house of the French parliament of the Law on the legalization of same -sex marriages.
"This position is already expressed in our basic laws - in the Constitution and the Family Code. It explicitly states that the union of a man and woman is considered to be a marriage. It says: the child has the right to dad and mother. Adults have no obligatory right to the child. And the child has the right to mom and dad.
