Peter was born in Frunze (now Bishkek), the capital of the Kyrgyz SSR, on May 4, 1975 in the family of a driver and an elementary school teacher. He really has peasant roots: his father’s ancestors, Orenburg fists, fled to Kyrgyzstan in the 30s, fleeing collectivization. In 1986, Peter's parents, together with him and his younger brother Dmitry, moved to Chukotka, to the city of Bilibino, following the “heroic”, as our interlocutor calls him, Uncle Vladimir: the head of the OBKhSS Frunze, the incorruptible police lieutenant colonel Vladimir Officers in the early 80s caught bribes of the then first secretary of the Central Committee of the Kyrgyz Committee in the early 80s Turdakun Usubaliev, for which he paid a place. In Bilibino, Peter graduates: not an excellent student, but he studies well, is engaged in a classic struggle. “He was a quiet, calm boy, read a lot, loved a story very much,” Peter Tatyana Timofeevna’s mother recalls in a conversation with The New Times, “he was forced to read history lessons instead of a teacher several times.”
“This is normal on Chukotka,” says Peter himself, “when minus 55 is outside, you have two options: either watch TV, or go and do something.” At school, Peter began to write his first stories, at first humorous: “They had an essay on the topic“ Labor ennobles a person, ”says Tatyana Timofeevna,“ and he wrote the story “Were the Monkey that first picked up a stick in his hands.” We laughed to tears, and the teacher put the top three "for talent": the topic was not disclosed. In 1991, the family under the program of relocation of northerners moved to the village of Milotichi of the Baryatinsky district of the Kaluga region. Bee youth
In Milotichkh, Peter meets his future wife, Muscovite Lydia, who came here to the country. “There were no roads in the village, it’s impossible to drive, everyone left cars at our house,” he explains. We got married in 1996, Lydia then already had a four-year-old son, and shortly after the wedding, Alena's daughter was born. Until this event, Lydia, by the profession of a dressmaker, lied, according to her, "the entire elite of the district." Until now, Peter writes poetry for Lydia, but only she reads them.
In the conversation, Lydia almost does not participate, sits with a somewhat detached look and answers only questions addressed directly to her. She seems to be really scary, “what will happen if ...”, although she is awake: “I hope that everything will cost. I don't want to think about bad. ” For the children - after Alenka there were three more - of course, she was afraid of, of course, she had not yet come up with what to do if the next “dad’s business trip” was delayed for several years. “The youngest (2, 5 and 7 years) is not saying anything yet,” Peter explains, “and Alena, she is already 16, he collects that they write about me, and even leads some kind of activity in social networks.”
In 1998, Peter fines the Russian state agrarian correspondence university. The diploma writes on beekeeping, and not for crusting: he deeply delves into the topic, for two years he conducts experiments on the apiary in the collective farm “Socialist village of Milotichi” (power in the country has changed, the name of the economy remains). It would be a beekeeper to remain, but the conflict with the then head of the district administration Nikolai Khokhlov prevented: “I won the competition for the deputy head of the district administration in sports - I led a sports club at the school. And I had a Moscow registration. I came to the final interview, and he (Khokhlov) and says: “Are you a Muscovite, or what? Well, go to Moscow. "
Pregnant Alena Lydia also wanted to give birth in the capital, and then decided not to return: “We had a house there without a water supply, without sewage.” In Moscow, they were located in a three -room apartment of the Lidin parents in Ochakovo, where they still live. At first, it was difficult with money, Peter worked simultaneously an agent in real estate and a guard, but I wanted new horizons.

“I was interested in politics, these were such years,” says officers. -I still remember the USSR, these were global changes, they coincided with our 19th anniversary. And in Milotichi there were only two television channels, and in order to switch them, it was necessary to run out into the street and change the antenna. In Moscow, I wanted to catch up. ”
In 1998, officers make their choice. “My father told me if you want to join the party, you need to choose one for which it will not be ashamed in 5-6 years. I decided that such a party was an apple. In the end, it turned out. ”
However, Peter could not immediately become a member of the party: the “apple”, at that time, the fourth largest faction in the State Duma, carefully approached the selection of supporters. “We wanted to ensure that people understand why they came to us,” Natalya Borodina explained to the magazine, in the late 90s-the secretary of the bureau of the Moscow regional branch of the party, “first it was necessary to develop candidate experience, then go through the personnel commission.” Officers become a member of the party only in 2000, after a year and a half of active participation in election campaigns: he carried and put leaflets, collected signatures ...

In 2001, officers became a member of the Bureau of the Zabloko regional council, he likes work in the party. Tatyana Timofeevna recalls how Peter proudly showed a sheet with the election results in the bureau at which he took second place. But in 2003-a new turn. After the failure of Yabloko in the Duma elections (in the same year), officers decide to leave politics and remains in the party only nominally: “What to do next was not very clear: most of the population was filled with tears about how beautiful everything was, Putin came, this is our everything.” In addition, it was necessary to feed the family.
However, the one -party members say that he did not show himself especially vivid officers in Yabloko until 2003: “He was not too active, I can’t say anything about him,” said the chairman of Yabloko, Sergei Mitrokhin. “He talked with Navalny, entered the circle of people close to him.” Officer’s one of its creators and leaders Vyacheslav Gamesunes does not remember him and who accepted him to the party.
Peter and Natalia Borodina were not too remembered: “He was friends with Navalny, they had some common projects. You know, Petya, the person’s person, easily goes to those who take the initiative. ”

In parallel with party work, Peter continues to study. In 2003, he became the owner of a diploma of the State Committee of the Investment Sphere (GASIS) with a degree in Management and Marketing, in 2004 he enters the legal faculty of the Russian new university (abandoned in a year: “I realized that jurisprudence is not mine”); In 2006, a course at the school of consultants on the management of the Russian Academy of National Economy and Public Service (RANEPA) is underway. Back in 2002, officers are settled in one of the Rosagroimport holding companies, one of the largest alcohol importers at that time. Vladimir Zubakin, general director and one of the founders of the holding, although he “talked a little” with Peter, told The New Times that he had gone from an ordinary manager to the director of sales with a staff of 60 people: “There were no complaints about it”.
In 2006, Peter creates his own company -Real Vork Management, specializing in sales management in client companies -mainly in the field of consumer goods. Seminars, training of sales managers, work with retail networks - Officer’s business is still working. “A decent, smart, clearly disassembled specialist on the shelves,” Petra one of his clients, CEO of Katarina Andrei Khromov, characterizes Peter. In addition to working on consulting projects of officers, writes books on sales techniques, last week his third work “Supplier - Retail networks” was published.
However, one theory of officers is not limited to one theory: “I try to keep the business on your fingertips, because when you are not responsible for anything, you stop feeling what is really happening. In 2000, in my company, people worked on a bare interest, and these were only management tools. And today you don’t even need to work: you take a loan at a bank, then you say, I can’t give the money. Today, telling something from the textbook is not enough, you must be able to manage people. Therefore, every two years I have been starting up some businesses, specific projects. ”
So it was in 2009 with the VLK. The creation of the company coincided with the crisis, when many officer customers could not pay on the bills.
“I see on TV - Belykh, Kirov Region, we invite entrepreneurs, Navalny, Gaidar,” says Peter. - I went to Kirov, began to study the possibilities, rolled with a couple of taxi drivers, they told me that Kirovles is a key player. Two weeks later he arrived again and offered cooperation. They had a deep ass with sales, in December 2008 they took 50 million loan in the bank for salaries. They had some kind of cave century. As for the establishment of sales systems, it was generally zero - they just sat and waited. They fell to them an order by phone - everything is fine with them. He stopped falling - everyone died. "
Talking about Kirov, Peter does not lose his composure, operating with professional terms with the confidence of a person who has worked in forestry all his life. “It's simple,” he laughs, “I took on the Internet the standards for wood and memorized them, my employees also memorized, then passed the exams.”
Random person
Peter speaks of all interviews about the political background of the case against Alexei Navalny. There can be no speech about giving evidence against him - self -esteem is more expensive, he explains.
“He struck me as a man,” Navalny himself says about Officer. - He was offered a hundred times to merge me, but he does not merge. And I understand why I’ll go to jail, and he is an accidentally selected person who can be planted only because I need to plant me. ”
It seems that the only thing Peter regrets that he did not have time to prepare the family in time: “I have a somewhat blurred here. The level of income that is while I work, I can’t provide them. There are friends who will help, there are several projects, but to live calmly as before - this will not happen. ”
However, it seems that the court in Kirov for Peter is the already completed stage, he reflects on creating an organization to protect the business: “I would like to be an ordinary civilian citizen, family man, and an entrepreneur. But the authorities stole this opportunity from me and force me to be someone. ”
