The Monumental Art Commission under the Moscow City Duma refused to install a memorial sign at the place of the murder of Markelov and Baburova

Sculptor Alexander Tsigal and architect Alexander Velikanov created a memorial project at the site of the death of lawyer Stanislav Markelov and journalist Anastasia Baburova, killed on January 19, 2009 near House No. 1 on Prechistenka in Moscow. However, the proposal to install the sign was rejected by the Monumental Art Commission under the Moscow City Duma. According to the commission, "the city should not turn into a cemetery or columbarium." According to the initiative group, "it is possible that the decision was made depending on the political situation." The memorable sign is supposed to be placed on the sidewalk, but, according to the chairman of the commission of Lev Lavrinov, the installation of such a sign can cause “the shaft of such paving monuments, where someone was once killed. The next behind this will probably be the place where Grandfather Hassan was killed. ” Lavrinov reports that the initiative group “Silently accepted this for note”, although there were no authors of the project on the commission. However, Lavrinov believes that "work on perpetuating the memory of the victims of this attack must probably be carried out", "most importantly, not on the sidewalk."

The participants in the initiative group themselves assure that “they are not going to turn Moscow either into a columbarium or into a cemetery.
