In the 194-page dissertation of Governor Poltavchenko, journalists found 152 pages of plagiarism

In the dissertation of the Governor of St. Petersburg Georgy Poltavchenko, for which he received the degree of candidate of economic sciences, 152 pages of plagiarism were revealed, the portal "My district" reports, whose journalists studied the scientific work of a prominent official.

Search on the website of the Russian State Library issues two dissertations on behalf of Poltavchenko: "Mechanisms of interaction between the state and entrepreneurship in the context of ensuring economic security" (Academy of Economic Security of the Ministry of Internal Affairs, 2004) and "Development of mechanisms for the interaction of power and entrepreneurial structures" (Moscow State University, 2004).

The second work is presented in the form of a 20-page abstract. There is no full text even in the dissertation department of the RSSU (former MGSU), where the MR correspondent turned. They doubted that the dissertation was generally protected, the portal notes.

The governor’s administration at the MR request replied that the degree of candidate of economic sciences was awarded Poltavchenko in 2004 at the MGSU without specifying the topics. Computer analysis of 194 pages of this scientific work containing 11 tables and 6 applications revealed borrowings from 12 sources on 152 pages of candidate George Poltavchenko; The introduction, conclusion and 29 pages of the main part turned out to be original, the journalists of MR calculated.

At the same time, the text of the dissertation has only seven footnotes, the term "economic security" is not deciphered, and most importantly - copying fragments in the search engine reveals borrowing from several sources, the publication points out. "It seems that Poltavchenko paragraph behind the paragraph copies other people's texts without quotes and indirect quoting," writes MR.

Most often, Poltavchenko is borrowed from a candidate employee of the Institute of Economics of the Russian Academy of Sciences Yuri Pavlenko. He refers to other authors, but Poltavchenko does not bother with this. The publication gives several vivid examples of such borrowings:

"According to T. Dolpolpatova, the main characteristic of the property structure that has developed in the Russian industry is a combination of the owner and manager in one person" (Pavlenko, 2002);

"The main characteristic of the property structure in the Russian industry is the combination of the owner and manager in one person, often - a state official - representative of the state" (Poltavchenko, 2004).

Poltavchenko even reproduces the idea of ​​a famous scientist, Polish -English political scientist Sigmont Bauman - also without reference to the author:

"Forces that have real influence are mainly extraterritorial today, and the arena of the actions of politicians remain local, and therefore the latter cannot achieve the heights where the limits of sovereignty are established and are made, planned or by oversight, decisions that determine the prerequisites and framework of political shares" (Sigmont Bauman, an individualized society, the transfer of V. Inozemyev, 2001);

“Today, forces that have real influence are mainly extraterritorial, and the arena of the actions of politicians remain local, and therefore the latter cannot achieve those heights where the limits of sovereignty are established and decisions that determine the prerequisites and framework of political actions are made” (Poltavchenko, 2004).

The administration of St. Petersburg refused to comment on the accusation of plagiarism, saying that his scientific works were not related to his activity, the Echo of Moscow reports. They noted that conclusions about scientific work are in the competence of the highest certification commission.
