We simply do not have reliable information about his spectators. Suppose we are these spectators, we have long heard about the emergence of a new channel and, finally, we can see.

What happened

It’s not that we would have been especially waiting - but a year and a half since the announcement of the then President Medvedev, the idea of ​​creating OTR, we could not forget about him. The news came about the competition of two team developers - from the Ministry of Communications and from the Human Rights Council (I won what). It was reported that the infrastructure of the Zvezda television channel was complained to the future channel. That the Ministry of Defense, to whom the "star" belongs, fought back from this misfortune. Then the project was criticized by representatives of the television community. Then in the newspapers and networks they discussed why it was Dontsov, Minaev and Prokhanov, and not some other writers, in the Public Council of the Future of the Future of the OTP. Then they argued whether public television is possible, if there is no civil society. Gradually it became clear: is there a society or not, he will have public television.

Even before the birth of the OTR, it received all the privileges granted by a high origin: they recorded the television channels in the guards regiment, which, according to the federal program of digitalization of the country, will spread free of charge. They allowed to enter cable and satellite networks for free (simple mortal television channels pay), and now OTR is available to all their subscribers - and this is more than 3/4 of Russian households. The first channel, NTV, “Rain”, all the most circulation newspapers of Russia, announced the beginning of the broadcasting. In anticipation of this event, the general director and editor -in -chief of the Canal Anatoly Lysenko distributed several dozen interviews, and the news agency covered the latest preparations before the start. A couple of days before the launch, the head of the regional broadcasting OTR Sergey Lomakin, known to the old -timers, still under the Soviet program “Time”, appeared on the air of the First Channel as a guest of the studio Andrei Malakhov, where the fans have traditionally gathered to watch Eurovision. This collective pain is famous for its high hysterical-patriotic intensity, but the formidable word spoken there by Lomakin made even this grated audience to gruntly grunting. Still, the old school is an old school.

News - this is the first thing to catch the eye of the viewer. Every hour is a five -minute issue. It is not clear why the channel, which is not news on profile, is this racing mode, especially since Breaking News here, frankly, are rare. OTR lives in a world where big politics and big events does not exist. A carriage workshop under Kostroma was created. The last bell rang in the boarding house of the pupils of the Ministry of Defense. In the Lipetsk region, an exhibition of folk crafts was opened. No, there are troubles and disasters, but they are allotted exactly as much as I am shed. The principle of universal equal representation is “everywhere about everything”. The desire to maintain a wide angle of view requires leaving the camera so far that the details of events are indistinguishable. In addition, the majority of reports in the news of the channel are completely devoid of synchrons and close-ups, such things do not climb into the micro-mono-beams, they are protected for large 20-minute issues, which are only four on weekdays and two on weekends. And discreet, small, like peas, information are repeated on the air without a change, endlessly, like rosary with half -erased names of cities, villages and district centers.

The heading "Big Country" allows a more voluminous and gaze. There is a documentary movie and the programs of local studios, which, in theory, is not bad - local television products are often better and fresh that is produced in the capitals. The promise to turn to the regions OTR holds. Only the tastes of the metropolitan selection of local plots and products are still metropolitan. This week, they presented the public with films about an old pharmacy in Kazan, about ancient Khakass monuments and traveling along the river to the north of Baikal. Nothing more acute in this local history reserve has yet started.

For sharpness and relevance to OTR , "Rights? Yes!" Andrei Norkin, daily evening talk shows about civil activists. Each issue opens a song performed by the author with the presentation of the main topic. Touching, besides, public amateur singing is the trend of the season (see M. Efremov’s performances in a “good citizen” or O. Kashin at a rally). But the desire to squeeze bulky things like a “indicator of the possibility of consensus” or voting into a chamber current show is clearly something ancient, from the early zero. The “indicator” due to the insufficient budget is inexpressive, the voting with all the whole is generally pure orphan, in a tiny studio without a spectator rostrum you can talk so, it would be with anyone and about what. The theme of the first issue - “Pioneer Childhood” authors of the program convincingly ask to be considered a joke. Then everything is seriously: role -playing games, compulsory registration, garbage training grounds and the law on limiting smoking. That is, the program understands the topic of civil activity very widely.

“Big Science” is a package of conversational programs (“man. Earth. Universe”, “Secrets, Secrets, Secrets”, “Great in the Small”, “There is only a moment”). They have different presenters: in three cases, scientists, in the fourth, for some reason, director Alla Surikova; Each has their own studio - in one they sit on the couch, in the other at the table, the third is laid down by flasks and retorts, although the conversation is about archeology. The rest of the scientific programs are perfect twins: the conversation of the host with one or two experts is interspersed with videos, which seemed to voiced the same popular-popular voice. According to what principle all these stories about the secrets of the universe, the riddles of the planet and great discoveries are laid out in four programs, remains a secret. But they can clearly be changed in places, just like guests, leading and leaflets with texts (the television channel did not spend money on the rental of television and outfits).

“Social Network” is a recreation for the smallest employees OTR and the only place on the channel where the XXI century defeated the sweet retro. The team includes refugees with NTV and other federal channels, therefore they speak in the transfer three times faster than on average through the channel, they read the eyeliners from iPads and are able to remove real combat reports (the work of Anastasia Efimova would have the honor of a large three channel). Children are allowed to wear tishtoks under his jackets, turn out issues on the principle of “excerpt, look and something” and jokingly comment on the process of the process above Navalny - without video and business trips to Kirov, but nevertheless.

The “right to happiness” also looks non -standard: in the first issue of children with autism, they speak in the tone unusual for our public sphere: constructively and without tearing. With optimism, her leading Ksenia Alferova and Gosha Kutsenko even squeeze a little, it turns out that autism is not just a feature, but almost a blessing of heaven, but this is still better than a tragic pathos.

The “cultural exchange” of art critic Sergei Nikolaevich, having moved with the TVC, began to focus on events in the regions. The “order of words” critic Nikolai Alexandrov, having moved from the “culture”, began to leave more often, but was stung up to five minutes, apparently more than a socially indifferent viewer should not be spent on books. Another thing is a paper periodical. In the program “Without Preface”, the editor -in -chief of “Ogka” tells about the publication entrusted to him for at least 20 minutes. Either it is a matter of information partnership, or one of the creators of the channel is nostalgic for the 90s, when it was indecent not to have a press review in the grid.

You will laugh, but that's all. Everything that is currently in stock. 15 cyclic programs, if we count with the news and not watch films (dozen two documentary and seven plays). All this is looped and endlessly repeated in the space of public broadcasting free from advertising.

But what about promises? What about the programs, where “different national, social, religious and subcultural groups of society enter into constructive dialogue with each other”? Where are “analytical discussions that develop (“ smart ”) entertainment”? And the direct broadcasts on which, according to the confident statement of the site OTP*, is its broadcasting?

The leadership of the channel asks not to be judged strictly - so far it is only a pen test, a test mode. The present business will begin in the fall.

However, this trial menu depleted all the resources. At a press conference, after the start of broadcasting OTR, Anatoly Lysenko said that the channel had only before the fall.

What will happen

It is known that in 2012 the state allocated 1.55 billion rubles to public television. In 2013-1.5 billion (the same amount is planned to be issued in the next two years). Now the channel is asking for another 700 million from the treasury, citing the fact that the “star” did not share any infrastructure, and everything had to be done from scratch.

It is incorrect to compare the budget of OTR with ether channels-you need someone close to caliber. Here, let's say, “rain”-in the same way was created from scratch from scratch, and also in the crisis year (2009); He also positioned himself as a new type of television for people socially active, also broadcasts around the clock and does not have the etheric frequency. It is distributed through the same Internet, cable and satellite networks, only must pay for the entrance. True, “rain” exists according to a commercial model, with the money of private investors and advertisers. Official data on the size of the channel’s annual budget are not disclosed, according to unofficial estimates (“cable”, 11/14/2012) in 2012 it amounted to about $ 20 million from the budget - in the form of subsidies of the Federal Press Agency in support of socially significant programs - the channel received 3.3 million rubles (this year it was refused the state support).

If the figure is close to reality, it turns out that for more than two times less than the state it issues OTR, the rain of the rain produces and purchases twice as much as the etheric product, at least the author calculated thirty cyclic transmissions in its current grid, and in addition, three special projects, a reporting program and news. The releases of the rain are less than that of the OTR, only eight on weekdays and six on weekends, but their timing is significantly larger: from 20 to 60 minutes.

Of course, it is also incorrect. What is the point of comparing the timing and the number of transmissions. “Rain” did not have to build a studio this year and take the first cost steps. And what is such a "rain"? A small television channel with its small audience. He does not assume the task of covering life in the regions of Russia. He does not aim to “develop civil society in Russia”, as OTR. Think about which mountains you need to turn for this. There is no infrastructure. There is no audience. Test mode. Money is left until the fall.

But if we add another 700 million to public television, maybe it will be possible to develop civil society from us.
