The co-chair of the Party of the RPR-Parnas Boris Nemtsov presented a report on the construction of Olympic facilities in Sochi. The text, entitled the Winter Olympiad in the Subtropics, was written by a politician in collaboration with a member of the Solidarity movement Leonid Martynyuk. According to Boris Nemtsov, the first record has already been set at the Sochi Olympiad - by the number of games spent on organizing games and the construction of Olympic budget money. Sochi-2014 became the most expensive in the history of the Olympics. The initially declared budget of $ 12 billion was swollen by more than four times and amounted to 50 billion. The difference between these amounts, according to Nemtsov, settled in pockets of officials and businessmen close to the head of state. According to the estimates of the authors of the report, from 25 to 30 billion were stolen.

Boris Nemtsov: Olympic sawing record
According to Boris Nemtsov, a competition for the Olympic construction was not held. The largest amount of money passed through the state -owned company Olympstroy (more than 300 billion rubles). At the same time, personnel permutations in this structure were accompanied by the institution of criminal cases, not one of which was brought to court. About 300 billion “mastered” the Russian railways led by Vladimir Yakunin (Putin’s neighbor on the Lake Cooperative) and companies associated with the childhood friends of the President of the Rottenberg brothers. Another 160 billion rubles passed through Gazprom. The most expensive Olympic object in Sochi was the road Adler - Krasnaya Polyana. One square meter of this "golden route" cost 10 thousand dollars.
Boris Nemtsov also listed possible risks associated with the 2014 Olympics. Among them is a climatic risk, since Sochi is one of the few places in Russia in the subtropical zone: there is almost no snow in winter. And in February last year, an abnormally high temperature even for these places was recorded there - 15 degrees of heat. Boris Nemtsov put forward a bold assumption that the climate in the area of Sochi could change due to cutting trees for Olympic construction.
In an interview with Radio Liberty and the Sochi journalist Arkady Lander,
the Imeretinskaya lowland, where most of the Olympic objects was built in an interview with radio, spoke about a gross violation of radiological norms. No, for unknown reasons, he was then demolished by a storm, and it was to restore it. Boris Nemtsov said that the soil on which the Sochi construction is underway is unstable, and this threatens the collapse of buildings. He also doubts that stadiums and other objects will be used after the Olympics, since Sochi is not the most suitable place for training and winter sports competitions.
According to Boris Nemtsov, one of the goals of the new expert report is to bring the investigation of large -scale thefts on construction in Sochi to trial and try to return the money stolen from Russian citizens. He noted that the Party of the RPR-Parnas sent the appropriate appeal to the Investigative Committee, as well as to the Accounts Chamber, which, for unknown reasons, classifies its reports on Olympic construction.
Nemtsov also drew attention to the behavior of the International Olympic Committee, which does not respond to the appeals of Russian opposition and civilian activists demanding to deal with the corruption component of Sochi construction. The politician concluded that, apparently, now Vladimir Putin was not with Prime Minister Dmitry Medvedev, but with the chairman of the IOC Jacques Rogge.
At the end of the presentation, Boris Nemtsov said that the RPR-Parnas party intends to create a public committee to investigate corruption during the construction of Olympic facilities in Sochi.
On the Radio Liberty website there was a direct broadcast from the presentation of the report. The program of Mikhail Sokolov "The City of Time" was devoted to the same topic.
About which direction the Olympic construction changed the appearance of Sochi, says Radio Liberty correspondent Andrei Korolev: It is generally accepted that Olympic construction in Sochi is the construction of sports facilities like ultra -modern ice palaces, bobslane tracks and giant springboards. However, the Olympic Sochi is primarily the city itself with its infinitely complex and advanced infrastructure. Since 2007, when Sochi was declared the owner of the Winter Olympiad, the Black Sea land became truly priceless. Everything and everything is being built here, regardless of the difficulties of the landscape, a seismic danger, unique nature and urban planning plans.
One of the many construction projects in Sochi
Olga Kozinskaya, Chairman of the Public Urban Planning Council of Sochi, says that although the history of the city is not too long, nevertheless, planning documentation was developed, starting with pre -revolutionary time:
“We are walking along the streets of Vorovsky, Gorky, along Rose Street, Kurortny Prospekt - this is what was developed by the architect Botkin. And this planning structure in the city center was increased by new The streets, developing it to the outskirts. " The Olympic boom imposed new rules of the game to the authorities, says the head of the Kuban regional public organization "Architects of the Black Sea" Ovanes Zadikyan. According to him, in a matter of months many participants in the construction process appeared who were engaged in the distribution of the Earth. They distributed it, as they say, along and across. At the same time, in many cities, including Sochi, the main architects stopped working.
The Sochi authorities began to trade land, despite the fact that the city did not have a general development plan that would correspond to the Town Planning Code adopted in Russia in 2004. The resort seemed to be bought under the onslaught of skyscrapers.
“The general plan did not suggest the readiness for the fact that such active trade in land would begin, ” Olga Kozinskaya continues. “
All this could have been avoided if the general plan, as the Urban Planning Code provides, was immediately and consistently and consistently the system of documents for its implementation.” The head of the Sochi administration Anatoly Pakhomov, meanwhile, reports on the construction boom:
"Today we have laid the development of ten billion rubles on the same capital construction department so that they prepare all the soil and permits." Sochi mayor Anatoly Pakhomov
But what the so -called construction boom turned around, each Sochi feels daily on himself. Constant interruptions in the supply of electricity, road traffic jams, impassable dirt where tourists walked peacefully seven years ago. Olga Kozinskaya also explains this by the fact that there are no architects-builders in the Sochi City Assembly. In the city administration, at the time when these rules were accepted, no one bothered to analyze them for compliance with the General Plan.
What will remain after the end of the Olympics is not known to anyone. It is not believed in the city that part of the lifelong housing being built can retreat to the jurisdiction of the municipality and will give out expensive apartments, the prices for which are one and a half to two times higher than Moscow, pensioners and state employees. Turned on a turning point skyscrapers have been empty for years. The only opportunity to realize unclaimed thousands of square meters can be an honest monitoring of the situation.
“You need to honestly lay out the cards and understand that the lands are sold too much,” the head of the Black Sea architects is sure. The pride of the mayor of Sochi Pakhomov - road interchanges causes even greater perplexity. The architect Zadikyan believes that an expensive car sergeant finally brought the transport problem to a dead end:
“If you could have three or four stripes earlier, now each of them has its own direction of movement-independent. They cannot overp there. There are no denials in New York. There are multi-level support, but there is no interchange.” Sochi residents are sure: of course, the Olympics will take place. Naturally, by the beginning of the competition, the city will be put in order. But it is unlikely that anyone will already return Sochi the status and appearance of the resort city.
