
The first deputy chairman of the Bank of Russia, which oversees monetary policy, will soon leave his post and may become the Minister of Economic Development, and the current head of the Ministry of Economic Development, Andrei Belousov will take the place of Elvira Nabiullina, assistant to the President of the Russian Federation. According to Slon, such a configuration is now being considered in the presidential administration and government. Ulyukaev’s place in the Central Bank can be taken by the head of the expert department of the President of the Russian Federation Ksenia Yudaeva.
Alexey Ulyukaev was in the list of candidates for the post of chairman of the Bank of Russia after the departure of Sergei Ignatiev, whose powers end in June. “But after the decision on the appointment of Elvira Nabiullina, rumors appeared that Alexei Ulyukaev would leave the Central Bank,” says the Slon source in the Central Bank. A source in the government says that Alexei Ulyukaev is forgiven the post of Minister of Economic Development. “The place of Nabiullina in the presidential administration is still vacant, and the most likely contender for him is Andrei Belousov. Accordingly, a competent person needs in his place, and they can become Ulyukaev as one of the most advanced specialists in the financial and economic bloc, ”the source says. At the same time, he noted that in addition to Ulyukaev, the presidential administration is considering another candidate to the Ministry of Equipment - from the White House, but who exactly does not specify. Replacement can occur after the St. Petersburg Economic Forum, which will be held on June 20–22.
The Slon source in the presidential administration confirmed that the transition of Ulyukaev is really considered. However, there is another candidate-the Gazprombank top manager. The most obvious candidate is the first vice president of Gazprombank Ekaterina Trofimova. In a conversation with Slon, she refused to comment on a possible appointment. Another source close to the government and the Central Bank know about the possible appointment of Ulyukaev: “This is not only the will from above, but, most likely, the desire of Alexei Valentinovich himself, for whom the transition is a step in his career, he was a deputy minister, but the minister is not yet.” For Belousov, the appointment of the President’s assistant can also be considered a promotion, Elvira Nabiullina had the same step in his career when she left the post of Minister of Economic Development in the Presidential Administration in 2012.
Experts evaluate the appointment of Ulyukaev by the Minister of Economic Development in different ways, but they agree that his transition will contribute to accelerating economic growth, and not by mitigating monetary policy. “In the Ministry of Economic Claim, it is believed that the economy slows down because banks are not led to production. Ulyukaev adheres to a different point of view, and his role as the opponent will be useful, ”said Oleg Vyugin, chairman of the board of directors of MDM Bank.
