Chairman of the Investigative Committee of Russia Alexander Bastrykin proposed allowing investigators to inspect companies involved in the privatization of large state-owned assets - he made this statement on Tuesday, speaking at the Eurasian Anti-Corruption Forum in Moscow.

“I propose to introduce the possibility of conducting operational search activities in order to verify documents and study legal entities involved in the privatization of large property,” Interfax quotes Bastrykin .

At the same time, he, the head of the Investigative Committee, proposed to oblige the organizers of investment competitions to disclose information about the ultimate beneficiaries, since affiliated organizations often participate in such competitions.

In March of this year, Bastrykin already said that the Investigative Committee expects the intensification of “theft of state property using various corruption schemes,” including “through violation of the rules for conducting privatization tenders and auctions, falsification of their results, alienation of state property in favor of affiliated or controlled organizations for substantially undervalued."

To combat such violations, he proposed establishing the obligation of an organization applicant for participation in a privatization competition or auction to disclose information not only about the direct participants, but also about all the founders of the participating organizations that created this organization, as well as about their ultimate beneficiaries. “Often, organizations affiliated to the same person participate in such competitions and auctions to create the appearance of competition. Other participants, through various corruption schemes, are simply not allowed to participate in them,” said Bastrykin.
