The Bank of Russia summed up the first results of the new supervision procedure for non-transparent banks introduced in April. In accordance with the recommendations of the Central Bank “On urgent measures of rapid supervisory response,” territorial departments are instructed to introduce supervision on a daily basis to “prevent situations of rapid deterioration in the financial position” of banks (see Kommersant on April 18). The Central Bank considers the risky situations for banks to include the appearance of dubious owners in a bank, an increase in individuals' funds by more than 20% per month, an increase in almost any balance sheet item that is significant for the bank by more than 100% per month, a 10% monthly increase in investments in securities and real estate with investments exceeding 20% of capital; cash balances exceeding 25% of assets; growth in transactions with bills of exchange by more than 30% per month, etc. During the first month of these recommendations, on these grounds, the territorial bodies of the Central Bank introduced daily supervision in 52 banks, of which in 24 - due to an increase in deposits of over 20% per month, in 7 - due to the share of the cash register in assets of more than 25%, the rest for other reasons. At the same time, 101 banks were initially at risk of being transferred to daily supervision, but the territorial bodies of the Central Bank considered that in 49 of them the identified signs were not associated with the emergence of new risks. Due to the high proportion of banks that had the risk of introducing daily supervision, but avoided it, the central office of the Central Bank intends to double-check the conclusions of the territorial authorities. In the future, the regulator intends to consolidate a new procedure for daily supervision, which is currently of a recommendatory nature in the form of a regulatory act, in order, among other things, to reduce the risk of challenging sanctions imposed as part of daily inspections by banks.
