The consequences of the fire in the Moscow metro, due to which thousands of people on June 5 were late for work, were almost completely eliminated by noon. The metro managed to resume the movement of trains on the injured branch as soon as possible - however, for a short while. A repeated emergency happened right there.
A message about the fire - according to the preliminary version, due to a short circuit - on the stage between the Lenin Library and the "Okhotny near", at about 08:30. "At 12:05, trains in the Moscow Metro were restored in full according to the standard scheme, " Interfax reported a metro message. Half an hour later, the agency already quoted an unpleasant message from the Ministry of Emergencies: "Due to a short circuit, there was a sparking of the cable. There is no smoke. There is no evacuation of people and will not be carried out."
But soon all potential passengers of the subway rejoiced again. “At 13:38, emergency and restoration work was completed, at 13:40 between the stations of the metro Park of Culture and Komsomolskaya, movement was launched,” the ITAR-TASS quoted the representative of the Ministry of Emergencies. At first, trains went in test mode - without passengers. Then they took people on board and, however, the intervals between the compositions remained increased.
- The doctor told what injuries passengers received
- Eyewitnesses about the emergency: the female driver returned faith to people, and the driver came across a sense of humor
- Experts advise the victims to contact the metro for compensation
Emergency services and subway employees also demonstrated efficiency in the work during the morning evacuation, when about 4.5 thousand people had to be rescued from stopped trains. In the area of noon, representatives of the Ministry of Emergencies even had to separately refute the reports of a number of media that people remain in the tunnels. The department admitted that some really waited 20-30 minutes in wagons, but "it was justified, since it was necessary to prepare safe evacuation paths," after which people were taken out.
The cessation of movement on the central section of the Sokolnichesky line for extinguishing a fire and the release of stuck passengers literally led to a transport collapse. Crowds of people accumulated at the stations, on neighboring lines the situation was also tense. On the surface, citizens who were late for work took buses and trolleybuses and tried to intent the mercantile taxi drivers who instantly inflated prices.
Four victims fell into intensive care
The emergency, fortunately, did not lead to victims among passengers. It is known that 59 people were injured. People complained about carbon monoxide poisoning, and some passengers also turned to psychologists for help, along with the doctors on duty at the exits from the Red branch stations.
“Basically, they received poisoning with combustion products, an acute reaction to stress, one angina pectoris, one person received an easy foot injury. There were also complaints about hypertension, ” said Sergey Fedotov, director of the scientific and practical center of emergency medical care.
15 passengers needed hospitalization, the victims were delivered to the Sklifosovsky Ambulance Research Institute, KGB No. 14 and GKB No. 23, many were discharged immediately. 11 victims diagnosed “Poisoning of combustion products, their condition -“ moderate severity ”. Three have a hypertensive crisis, another woman has a neurological reaction to stress.
Four people were sent to intensive care. "In the intensive care unit of the city clinical hospital number 14 named after Korolenko, there are a 26-year-old Muscovite, a 47-year-old woman and a woman aged 43," a source in the hospital told Interfax. Also, a 15-year-old girl was placed in the toxicological resuscitation of the 14th hospital.
"They pushed very much, crumbled very much, people began to scream"
“Police officers helped. They took out megaphones and tried to explain something. And for some reason the metro employees behaved very strangely. They ran and shouted,” an eyewitness told Kommersant FM .
“Closer to the escalators, people who went to work, very pushed, crumbled very much, and people began to scream already, ” Passenger told the publication.
Trying to get out of the stations, people pushed, advanced to each other's feet, but in general, they behaved even rougher than usual in the capital’s transport, eyewitnesses of the emergency noticed on Twitter. Police officers at that time in megaphones and in high -profile communications called citizens to order and politeness.
“In Moscow, no war is needed. In several places, the wire will light up, people will crush and trample each other,” said one blogger. But it cannot be said that the current emergency revealed only the negative aspects of Muscovites and guests of the capital.
“She returned faith to humanity: a woman on Land Cruiser completely brought people to whom on the way with her,” writes Twitter user. “In such situations, it is manifested who is who and how far advanced the evolutionary ladder.”
And some note that for many passengers, despite the crush, stuffiness and delay to work, the fire in the subway became almost a fascinating exception that diversified the gray everyday life. In the battle for the escalator, people did not lose their sense of humor.
“And I’m going home to my habit by my sleepers”, “I went on vacation - the cable was burning in the subway. I returned from vacation - the cable burns in the subway. Stability”, “Breeding this unlucky branch would not hurt!”, “The driver came across a sense of humor. After half an hour of standing in the tunnel:“ The request is not worried, “probably such an hour”, yes, yes, yes, yes, yes, yes, yes, yes, yes, yes, yes, yes, yes. Peak at 10 in the morning ... "," All Moscow is on, all of Moscow glittering, all of Moscow is burning ... This is all the fireworks in honor of Sobyanin , "bloggers joke.
And also the jokes of the day from Twitter: "In the subway choose a new mayor . While the smoke is black." Or: "Yandex.Metro. June 5 traffic jams 10 points, it is better to go by car."
The Moscow Directorate of the Investigative Committee of the Incident began on the fact of the incident, "the consequences of which entailed the harm to passengers to health." "During the audit, a legal assessment will be given under Article 238 of the Criminal Code of the Russian Federation (the provision of services that do not meet security requirements)," the Moscow Department of the Investigative Committee said.
In parallel, an investigation of the causes of the fire will be carried out by a special commission created at the Department of Transport and the Development of Road Transport Infrastructure.
In the meantime, experts, meanwhile, offer not to be shy about all the victims and turn to the metro for compensation. In general, from January 1, 2013, the Law on Compulsory Civil Liability of the Carrier to Passengers (OSGOP) entered into force in Russia. In accordance with the law, the insurance payment for compensation for harm to the life and health of the injured passenger is two million rubles, for causing harm to property 23 thousand rubles.
"The Moscow Metro has received a special status. He does not insure his liability, but in the event of the incident, he must make payments under the same conditions that are established in the Law on the OSGOP," said Andrei Yuryev, president of the National Union of responsibility insurers, RIA Novosti.
