The head of the ASV Yuri Isaev proposed to expand the authority of the agency by creating a megasanator-megalicvider on its basis. He shared plans at the International Banking Congress in St. Petersburg. It is the DIA, according to the head of the agency, should improve the participants in the financial market in case of such need and accompany them at the last stage of existence, if they are not subject to healing.
Now the DIA will eliminate and sanctify only banks. First of all, it is assumed that the DIA will sanitize, liquidate or bankrupt non -state pension funds. The next next in line are insurers, and gradually other participants in the financial market, Kommersant writes.
For the implementation of the DIA plans, changes will be required in the legislation. Work on the concept of the corresponding bill has already begun, in the specialized committee of the State Duma, the idea is maintained. As the chairman of the State Duma Committee on Financial Markets Natalya Burykin says, "if we create a mega -regulator, then we need a megalic, which will deal with the elimination of problematic financial organizations."
In the Bank of Russia, the initiative of the DIA was also discussed. "Given the experience accumulated by the AC in the liquidation of banks, it would be possible to extend it to those participants in the financial market that have a large number of creditors, for example, to NPFs engaged in compulsory pension insurance, and insurance companies operating in individual insurance markets, for example, for OSAGO," says Mikhail Sukhov deputy chairman Mikhail Sukhov.
Arbitration managers come from the maximum and are afraid to lose their business. Thus, the bankruptcy trustee Eduard Rebgun (former competitive manager of Yukos) believes that Isaev’s initiative means strengthening state control in the financial market, which has already happened with the banking sphere. “As a result, the DIA will become a monopolist in bankruptcy and in this market. Given billions of turnover in the companies of the financial sector, the risk of the corruption component is high,” he fears.
