
One of the most noticeable non -state ratings in Russia is the integrated rating of leading Russian universities, compiled by the charitable foundation of Vladimir Potanin. Every year, starting in 2004, upon completion of each school year, a rating has been published on the results of the Fund based on the results of the federal scholarship program.
The methodology for counting points has changed somewhat from year to year. At the moment, the calculation is taken:
In addition, an additional score was awarded to the university for the volunteer projects implemented by scholarships presented at the Winter or Summer Schools of the Fund, as well as if its representatives won the “Online” individual grants competition.
Based on the published ratings of the Potanin Foundation for 2003-2013 academic, we compiled a table in which universities included in the highest places of the rating during this time. Further, we summarized the places received for 10 years of publication of the rating, and it turned out that the best Russian universities according to the version of the Potanin Foundation was:
Moscow State University-1st place, Novosibirsk State University and Voronezh State University-2-3th place, St. Petersburg State University-4th place, MIPT-5th place, MGIMO-6th place.

The sign “-” means that the university did not fall among the best rating publications in the year. The Ural Federal University named after the First President of Russia B.N. Yeltsin was formed on the basis of the association of the Ural State University named after Gorky and Ural State Technical University.
It is worth recalling that in 2007 a list of the best universities in the amount of points for 2003-2004, 2004-2005 and 2006-2007 GG. looked like this:

Vasily Popov, vice -rector of Voronezh State University - a university, which always keeps on top in the ranking of the Potanin Foundation, noted that he greatly appreciates the “openness of the fund, the desire for an objective assessment of the quality of education”. He believes that "all internal university ratings are ultimately political: it is very difficult to abstract from the personality of the head of the university and the like factors." In his opinion, the publication of the Potaninsky rating "largely changed the situation in education as a whole." “I remember that after the publication of the first rating, many university leaders, not seeing themselves in the first places, began to ask questions - how did this happen, and why?” Vasily Popov noted.
In turn, a specialist in the field of the sociology of science and education, the associate professor of the European University in St. Petersburg Mikhail Sokolov emphasized that this rating is not in the strict sense of university. “The results of the university in different competitions are poorly related to each other: say, the results of the university in the first round of testing do not allow the results of the results in the second round. It seems that different universities have different powerful places - those who traditionally win the teaching set -off, manage to be weaker on volunteer projects, and vice versa, ”he remarked. According to him, the positions in the ranking are more likely to reflect "enthusiasm and inspiration of individual groups of students." “This adds excitement, which most other ratings are not enough,” Mikhail Sokolov is sure.

“The rating of the Potanin Foundation”, strictly speaking, is not a university rating. It is more like a variety of inter -stunch competition in four different sports. Each year, teams of about six dozen universities take part in it, which is a little more than 10% of all Russian state universities excluding branches. The results of the university in different competitions are poorly related to each other: say, the results of the university in the first round of testing do not allow to predict the results in the second round. It seems that different universities have different powerful places - those who traditionally win the teaching set -off, manage to be weaker in volunteer projects, and vice versa.
Most of the university rating relate to the unconditional elite of Russian higher education (federal and research universities), although there are exceptions-there are even several universities from which the ministry has discovered “signs of inefficiency”, and, not without reason (all of them, however, are quite low here).
Nevertheless, today the traditional leaders of Potaninsky ratings are the same universities that lead in other ratings - St. Petersburg State University (1 line this year), MFTI (2 line), URFU (3 line), NSU (4th line), Moscow State University (5th line). In general, it seems that over the years that have passed since the publication of the first rating in 2004, the composition of the leaders has become more traditional. Ten years ago, the first three lines were occupied by Voronezh, South Ural and Far Eastern State Universities, which have now sank to 15, 7 and 45 places, respectively. The results of the Potaninsky rating over time begin to remind everyone of the well -known hierarchy of university prestige.
There are, however, surprises. On the 6th line of 2012-2013, we find an Arctic Federal University, which last year took 41st place, and in the year before last, the 56th. For some reason, out of the dozens of the best, the Tomsk Polytechnic State University has dropped out (the 28th line this year, and the 4th in the past). The indicators of another NIU-Tomsk State University (36th place in this and the 16th last year) decreased.
What is behind this process a distinct, but, at the same time, uneven movement of the Potaninsky rating to be like a ratings built on completely different grounds? On the one hand, thanks to the very least, the USE began to work, the most prestigious universities begin to receive the strongest students, and we see the consequences of this. On the other hand, as the Potaninsky rating turns into a traditional Russian type of academic sport, like rowing, traditional leaders who were previously located are drawn into it. The fact that leaders, as a rule, have a larger size and can set more participants, adds additional glasses to them.
On the other hand, even now, the struggle for places in the ranking clearly occupies different places in the life of universities participating in it. The Baumanka, which no one will call a weak university, has not risen in recent years above the 32nd line. Nevertheless, the position in the ranking still demonstrates greater volatility than we meet in the ratings based on publication activity (or in big sports)-the enthusiasm and inspiration of individual groups of students clearly still play a large role in the distribution of places in it. This adds excitement, which most other ratings are very lacking.
